Case #7:

Issuance and Sale of Industrial Development Revenue Bond (Knoll
Properties, LLC Projec0, Series 1999A

Community Development Director Sherman stated that the City had previously agreed to
work with Knoll Properties on the issuance of Industrial Revenue bonds to assist in
financing their relocation to the City of Ramsey. The City took action on December 8,
1998, to show intent of supporting this project in order to facilitate their ability to make
application to the State for eligibility for funding from this pool of bonds. The City held
a public hearing on March 9, 1999, authorizing the sale of the bonds and now the Council
is requested to approve the issuance and sale of the bonds.

Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to
adopt Resolution #99-04-069 authorizing the issuance and sale of $4,500,000 Industrial
Development Revenue Bond (Knoll Properties, LLC Project), Series 1999A to finance a
project.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Henddksen
and Zimmerman. Voting No: None.

Case #8: Discussion of Northern Natural Gas Company Pipeline

Community Development Director Sherman stated that she and the City Engineer went
out with the pipeline company and reviewed all five sites. Site #1: Ermine - There are
some trees in the fight-of-way that will be removed. #2: This goes through parkland in
Shawn Acres. There are small pine trees in the way but they will be able to be
transplanted. #3: Ermine - This is also on Ermine and it's another lot where the pipe
would go through parkland and a few trees will have to be removed. Staff did not get a
chance to establish a value. Ms. Sherman asked for authorization to continue negotiating
and to execute them once they have taken place.

Councilmember Anderson stated that she still fails to understand why we should do this.
One alternative has been identified Why do we want to allow any destruction of trees
until an alignment is identified. What ifFERC says "let's go with the alternative". Will
we end up with two pipelines? She hoped that in all these discussions that we do not end
up with two pipelines coming through Ramsey.

Ms. Sherman responded that FERC will identify alternative sites, which could mean
additional pipelines in Ramsey. She felt they would be looking at consolidating the lines
and added that pipeline discussion will be on the May 11, 1999 agenda also. Separate
from the FERC process, the pipeline company is proceeding to get easements. They will
not begin any digging or anything until they know where it is going. They need to go
through this process and they have completed about 75% of that.

City Council/April 27, 1999
