3) Request of Access to C.R. #116 <br /> <br />City Engineer Jankowski reported that the City has a joint powers agreement that limits <br />access on #116 to six. Mrs. Darlene Milless requested an access to the new segment of <br />C.R. #116 for which her father, Mr. Peltzer, had dedicated 9.1 acres without <br />compensation. The Public Works Committee directed that a temporary access be granted <br />and that the City provide fill, culvert, Class 5, and turf restoration for an access across the <br />six-foot ditch section at a cost of $3,500. The Committee directed that this access not be <br />counted as a permanent access. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />approve providing a temporary access for Mrs. Milless at a cost not-to-exceed $3,500, <br />with the caveat that the City Attorney will draft language that documents this is indeed a <br />temporary access. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />and Anderson. Voting No: None. <br /> <br />4) Update on C.R. #116 Corridor Study <br /> <br />Mr. Jankowski reported that the Public Works Committee reviewed a letter from Jon <br />Olson, Anoka County Engineer. His letter was in response to a request that the County <br />identify the location and right-of-way necessary for the extension of C.R. #116 west of <br />Armstrong Boulevard. The letter and sketch, which Mr. Jankowski presented to Council, <br />identify a broad area which would include all the potential fight-of-way for C.R. #116 to <br />extend westward and southward as a river crossing in the location identified by the draft <br />Comprehensive Plan. The sketch and the letter presented is sufficiently detailed to <br />identify a 150-foot wide strip of property for a quarter-mile west of the current terminus <br />of C.R. #116 as being necessary for this extension. Beyond this initial quarter-mile, the <br />right-of-way needed becomes considerably more speculative. Mr. Jankowski stated that <br />the Committee recommended that the City acquire a 150-foot strip of property for a <br />quarter-mile west of Armstrong Boulevard. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />acquire the 150 feet of right-of-way for a distance of one-quarter mile west of Armstrong <br />Boulevard beginning with obtaining an appraisal for the property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen <br />and Anderson. Voting No: None. <br /> <br />5) Discuss Drainage Concern Received from Jim and Carla Holm <br /> <br />Mr. Jankowski stated that Improvement Project #99-08 includes a bituminous overlay of <br />Juniper Ridge Drive in Rum Acre Estates. A letter from Jim and Carla Holm pointed out <br />a drainage issue, which would require 1,000 feet of storm sewer at a cost of <br />approximately $40,000 to correct.
