He suggested he would <br />feel more comfortable if the City has an easement. <br /> <br />Mr. Peck thought that this was probably not a problem if it's combined with the park and <br />offered to check into that. <br /> <br />Councilmember Hendriksen inquired if the outlot would be conveyed to the <br />Homeowner's Association. <br /> <br />Councilmember Zimmerman stated that if you combine this, then he could vote in favor <br />of that. <br /> <br />Mr. Peck stated that he cannot speak for the Homeowner's Association. <br /> <br />It was suggested that maybe a deed restriction could be added in. <br /> <br />Ms. Frolik stated that you can do a lot combination at the County and it would have one <br />PIN and one tax number. You cannot do it without the City's signature on the split. <br /> <br />Councilmember Hendriksen asked what the City has done relative to the septic system in <br />close proximity in a very steep grade. <br /> <br />Community Development Director Sherman responded that the plan has been reviewed <br />by the Building Official and he has expressed no concerns. <br /> <br />Mr. Peck stated that the topo is done, it is class A soil and a perk test will have to be <br />taken. He added that they have never had a septic system fail at Northfork. <br /> <br />Councilmember Hendriksen stated he is looking at the house at the very point and the one <br />next to it; they have primary and secondary drainfields. He stated he would like staff to <br />investigate this. <br /> <br />Mr. Peck reported that they have discussed some of these issues with the Department of <br />Natural Resources. They have revised the engineering plan and it shows that the septic <br />system is in front of the house. <br /> <br />Councilmember Hendriksen stated that if these lots were platted, there would be pressure <br />about what's compatible. <br /> <br />Ms. Sherman stated that prior to issuance of building permits, septic information has to <br />be provided. <br /> <br />Councilmember Hendriksen cautioned that then the City would be hard-pressed to make <br />seven houses fit in this area. <br /> <br />Councilmember Zimmerman suggested you might get by with 60 feet. <br /> <br />City Council/May 25, 1999 <br /> Page 14 of 25 <br /> <br /> <br />
