Voting No: None. <br /> <br />Case #2: Consider Ordinance to Establish No Wake Zone on Rum River <br /> <br />Mayor Gamec noted that this issue was discussed earlier in the year along with the City <br />of Andover. He then closed the regular portion of the City Council meeting at 7:16 p.m. <br />in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:16 p.m. <br /> <br />Presentation <br /> <br />Zoning Administrator Frolik explained that on June 9, 1998, the City Council conducted <br />a public hearing regarding a proposed ordinance to establish no wake zones on the Rum <br />River. At that time, Council was apprised of the four areas on the Rum River that the <br />City of Andover had suggested as likely areas for no wake zones. She noted that <br />establishment of a no wake zone must be by a cooperative effort of communities on both <br />sides of the river in the area of the no wake zone. Area One was at the northerly end of <br />Rum River Central Park, Area Two was at the southerly end of Rum River Central Park, <br />Area Three was in the vicinity of the Scout Camp, and Area Four covered a distance <br />approximately from 153rd south to 151st Avenue. Ms. Frolik continued that as per <br />Council's direction, staff notified Andover City staff that the Ramsey City Council was <br />only interested in establishing a no wake zone from 151st to 153rd. Andover replied that <br />they would not pursue Areas One, Two and Three, and desired to proceed with Ramsey <br />to establish a no wake ordinance for Area Four (151st to 153rd). Ms. Frolik reported that <br />as a result of the public hearing in 1998, the Ramsey City Council stated an interest in <br />establishing a no wake zone from 151st to Ramsey's southerly border. A no wake zone <br />for this portion of the river would require a joint effort with the City of Anoka. Ramsey <br />staff approached the Anoka Planning Department to determine any interest on Anoka's <br />part for a no wake zone. Anoka wanted to see additional information from the Lower <br />Rum River Water Management Organization before making any commitment for no <br />wake zones. Staff continues to pursue this effort with Anoka. Ms. Frolik observed that <br />both Ramsey and Andover submitted their proposed ordinances for a no wake zone from <br />151 st to 153rd to the Department of Natural resources (DNR) for review, and both cities <br />have received written approval of the proposed ordinance from the DNR.
