mandatory for Mr. Grosslein to come before the City Council prior to making these <br />improvements. <br /> <br />Ms. Frolik advised that if a property owner is installing blacktop, they should get a <br />review of the site improvements, and it is new blacktop on the back and overlaying of the <br />existing lot on the front. <br /> <br />Councilmember Hendriksen inquired what are the sequence of events on the property <br />immediately to the west of this property. <br /> <br />Ms. Frolik responded there is no controversy. <br /> <br />Councilmember Hendriksen stated that one of the things you most wrestle with as a <br />Councilmember is being consistent and consistent with policies you do not necessarily <br />agree with. He did not feel there is anything wrong with an individual maintaining his <br />existing property - the City should encourage that. If we make Mr. Grosslein do this <br />curbing, he then may decide to not do any of the improvements. The problem is with <br />what's not been paved before. If we permit the overlay, then we should know we will be <br />hard pressed to force other individuals to say they cannot maintain their property - they <br />have to do more than that. If we vote in favor of this and at some point in the future, <br />someone says we have to force an individual to put in curbing, he stated that he <br />(Hendriksen) would be the first to remind the rest of Council of this case. <br /> <br />Leo Anderson, Chairperson of Ramsey's Planning Commission, explained the thoughts <br />of the Planning Commission and agreed that the City has to be consistent in its policies. <br /> <br />Councilmember Anderson stated that the property improvements Mr. Grosslein is <br />proposing will make the property look much better than it does now. She noted that it <br />appears the drainage is not a problem either. <br /> <br />Mayor Gamec agreed with all comments - and commented that the City does have to be <br />uniform in its policies and that there are areas that need cleaning up. He expressed <br />concern that the City has several different easements on Highway #10, and added that the <br />City is also not too thrilled with the way Highway #10 properties look. <br /> <br />Duke Grosslein stated there is no right-of-way on this property from Highway #10 - it's <br />off of Tungsten. <br /> <br />Councilmember Hendriksen stated that we were going out and telling people that were <br />not doing improvements that we wanted the curbing upgraded. This is an improvement. <br />However, he felt that the Council should allow Mr. Grosslein to proceed but to be aware <br />that when the next one comes in about maintenance, the same thing may happen. <br />Council is making a decision on more than just this one property. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Anderson to <br />approve the site improvements for the property at 6228 Highway #10 NW provided they <br /> <br />City Council/May 25, 1999 <br /> Page 8 of 25 <br /> <br /> <br />
