Motion by Councilmember Zimmerman and seconded by Councilmember Anderson, to approve <br />Resolution #99-06-106 awarding Division A - Crack Filling to Northland Sealing. <br /> <br />Further discussion: Councilmember Hendriksen stated that he has heard a lot of complaints from <br />residents regarding crack filling projects and wondered if any of the bidding contractors were <br />involved with previous projects. Mayor Gamec stated that there was a problem two years ago <br />with the sealcoating being done first and the crack filing afterwards, but that problem was <br />addressed by the responsible parties. Mr. Kapler stated that the majority of complaints have to <br />do with the excess pea rock, but stated that the rock must be left for a certain amount of time, <br />depending on the temperature. <br /> <br />Motion carried. Voting Yes: Mayor Gamec Councilmembers Zimmerman, Anderson, and <br />Hendriksen. Voting No. None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Approval of Northfork Itasca Point; Case of <br />Northfork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval <br />of another portion of the Northfork P.U.D, located on the north side of Lake Itasca. The plat is to <br />be named Northfork Itasca Point and consists of approximately 35 acres proposed to be platted <br />into seven single family lots and permanent open space to be deeded to the Homeowner's <br />Association in the form of an outlot. Ms. Frolik explained that on May 25, 1999, the <br />preliminary plat was presented to City Council. The Council tabled action and requested <br />additional information on the following issues: a) suitability of topography for septic systems; b) <br />how to avoid the open space outlot from going tax forfeit; c) adequacy of cul-de-sac turning <br />radius for large emergency vehicles; d) deviating from street grid pattern for road name. Ms. <br />Frolik explained that Northfork, Inc. has engaged the services of environmental specialist, Jon <br />Christensen, to prepare a report on the Itasca Point septic systems as it relates to soil and <br />topography. The report was submitted to Council and reports no concerns with the proposed <br />septic systems. Ms. Frolik noted that staff talked with Scott Vamer at the Anoka County <br />Assessor's office and learned the following information.
