3) Update on gl16 <br /> <br />Director of Public Works Kapler explained that the Public Works Committee discussed four <br />issues involving #116. <br /> <br />Study of #116 from Highway g47 to Armstrong Boulevard and Beyond <br />The City Engineer updated the Committee on the progress of the study. <br /> <br />Millis Access onto the New Portion of gl 16 <br /> <br />The Committee was informed that an agreement has been reached to make a temporary access <br />for the Millis residence onto gl 16 until such a time that frontage roads are constructed to allow <br />for a more permanent access via a frontage road. The Committee directed staff to have Mrs. <br />Millis sign a letter of agreement on the plan for the access. <br /> <br />Right-of-Way Property West of Armstrong Boulevard <br />The Committee discussed the right-of-way to be purchased to the continuation of #116 beyond <br />Armstrong Boulevard. There was concern of the exact location of property lines; staff will be <br />verifying locations. <br /> <br />Councilmember Zimmerman questioned if the City has approached the property owners <br />regarding the right-of-way. <br /> <br />Community Development Director Sherman stated that no contact has been made with the <br />property owners as of yet. <br /> <br />Consensus was reached by Council to direct staff to begin the negotiating process. <br /> <br />Signage near Connexus Property between #116 and Walking Trail. <br />Connexus placed "Private Property No Trespassing" signs on the south side of gl 16 prior to the <br />walking trail being constructed. Currently the signs present a confusing issue to the users of the <br />walking trail. Staff has contacted Connexus who will either relocate the signs or remove them. <br /> <br />4) New One Ton Dump Box and Hoist and Plow Purchase <br /> <br />Director of Public Works Kapler explained that staff is proposing to purchaSe a dump box, hoist <br />and plow from a manufacturer who did not submit the lowest price bid. In staff's opinion, there <br />are several quality issues that are involved with the low bid, including strength of gates on dump <br />box and ease of use for operators when using the equipment. The Committee directed staff to <br />consult the City Attorney to determine if the City can choose a supplier, which was not Iow bid. <br />After hearing the details of the issues, the City Attorney determined that if in the opinion of staff <br />the purchase is in the best interest of the City, the higher bid could be accepted. <br /> <br />City Council/June 22, 1999 <br /> Page 17 of 20 <br /> <br /> <br />
