Mayor Gamec questioned what the difference between the two bids was to which Mr. Kapler <br />replied about $2,000. <br /> <br />City Attorney Goodrich stated that it is a little unusual not to take the lowest bid, but the lowest <br />bid did not meet specifications. <br /> <br />Councilmember Hendriksen abstained from the discussion because his company has done work <br />with CrySteel and they were one of the bids the City received. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Zimmerman to approve <br />the purchase of the dump box and hoist and plow from Jcraf~ for a bid price of $15,121. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Zimmerman. <br />Voting No: None. Abstain: CouncilmemberHendr/ksen. <br /> <br />5) Discussion of Remaining Unpaved Streets in Ramsey <br /> <br />Director of Public Works Kapler stated that the Public Works Committee discussed what options <br />are available to deal with issues involving the 5.67 miles of remaining unpaved streets in <br />Ramsey. The Committee and staff agreed that normal maintenance (grading/adding small <br />amounts of additional material) would continue to be handled out of the operating budget. <br />Additional work (large maintenance issues, reconstruction, etc) needs to be reviewed at the <br />Council level for direction to staff. Mr. Kapler stated that the Committee felt that on major <br />improvements the residents should be assessed a fee. <br /> <br />Mayor Gamec stated that on some of the dirt roads, people have wanted blacktop, but there are <br />only a few homes on the block and the cost was too high. He questioned if there has been any <br />discussion of having funds set aside to blacktop some of the streets. <br /> <br />Councilmember Zimmerman pointed out that there is a process that people can go through if they <br />desire to have their roads blacktoped. <br /> <br />Mayor Gamec stated that cost wise, people can't afford to do it, however, if the City helped fund <br />the project, they might be willing. <br /> <br />Councilmember Anderson stated that the City needs to look at the whole picture and see what <br />options are available. She doesn't think continuing with the grading is very economical in the <br />long run and questioned if the City as a whole would be better off if all the roads were paved. <br /> <br />Councilmember Zimmerman stated that people living on blacktop streets are being subsidized by <br />people living on dirt roads. <br /> <br />Mayor Gamec suggested putting together some costs of maintaining the dirt roads to see if it <br />would be possible to help out residents with the cost of paving these roads. <br /> <br />City Council/June 22, 1999 <br />Page 18 of 20 <br /> <br /> <br />
