Commission agreed to a 100 square feet for the main sign and an additional 45 square feet for the <br />reader board and to restrict the size of the signage. The Planning Commission suggested <br />changing the ordinance if the higher size is becoming standard. Mr. Anderson stated that City <br />Council is being presented with a different proposal than the Planning Commission received and <br />suggested referring the issue back to the Planning Commission to rework the request. <br /> <br />Mayor Gamec stated that there have been so many delays in the project and for a 13 square foot <br />difference, he doesn't think it would be necessary to send the issue back the Planning <br />Commission. <br /> <br />Councilmember Hendriksen stated that the available sign size has been changed and he doesn't <br />think the idea of returning the item to the Planning Commission is a bad idea. <br /> <br />Councilmember Zimmerman stated that if the conditional use permit was approved it would be a <br />total of 158 square feet which would be the largest overage approved. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Anderson to return the <br />request for a conditional use permit to exceed sign size and height restrictions back to the <br />Planning Commission. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, and <br />Hendriksen. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to Maintain <br />more than Two Adult Dogs on a Parcel; Case of Robert and Rita Knoll <br /> <br />Zoning Administrator Frolik stated that on April 27, 1999, the City received an application from <br />Robert and Rita Knoll for a private kennel conditional use permit to maintain a maximum of four <br />adult dogs on the property at 6020 - 151st Lane NW. She explained that the Planning <br />Commission conducted a public hearing on June 1, 1999, regarding the request and two area <br />neighbors spoke in support of the Knoll's request, stating that they are very responsible pet <br />owners. <br /> <br />Councilmember Anderson stated that testimony was received from the one neighbor right next <br />door, but wondered what the other neighbor's opinion was. <br /> <br />Ms. Frolik responded that no opinion was given. <br /> <br />Robert Knoll stated that the next door neighbor at 6000 151st Lane has never indicated any <br />problems with them or the animals, but he didn't want to speak for them. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to adopt <br />Resolution #99-06-116 adopting Findings of Fact #0497 relating to Robert and Rita Knoll's <br />request for a conditional use permit for a private dog kennel for four adult dogs. <br /> <br />City Council/June 22, 1999 <br /> Page 8 of 20 <br /> <br /> <br />
