Chief Gustafson explained that the beer is served in paper cups and that they have not had <br />problems in the past. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Anderson to approve <br />the request from the Ramsey Lions Club for a one-day, 3.2 percent malt liquor license on <br />Saturday, July 17, 1999, at 6745 Highway #10 Northwest. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Zimmerman. Voting No: None. <br /> <br />Case #4: City of Ramsey Comprehensive Plan Process Extension <br /> <br />City Administrator Norman stated that the City has been working with Hoisington Koegler <br />Group Inc. (HKGi) during the entire development of the Comprehensive Plan. They have <br />participated in many meetings including the community-wide meetings, the focus group process <br />and the Planning Commission public hearings. The original contract with HKGi has been <br />completed and they have attended all meetings that they committed to plus some extra meetings <br />towards the end of the process. In an effort to complete the Comprehensive Plan, Mr. Norman <br />requested a proposal from HKGi to facilitate the process. Mr. Norman explained that the <br />proposed process would include up to three meetings. The first meeting would be with the City <br />Council and all or part of the Planning Commission. This meeting would be used to define the <br />key issues, provide additional education opportunity and then outline a resolution to problems <br />with the plan. This will also help to define the balance of the process. If consensus can be <br />reached through the first meeting then no further meetings will be necessary; or there may be a <br />need for additional meetings either with Council and/or focus groups or the general public. Mr. <br />Norman stated that in addition to the Comprehensive Plan process extension, staff would also <br />suggest the addition of a case study discussed during the Council Work Session on June 21, <br />1999. A proposal for housing development within the mixed residential portion of the proposed <br />Comprehensive Plan generated a significant amount of discussion as to the amount of density <br />allowed. As part of the discussion concerning the proposed development, it was suggested that a <br />case study could be performed of the proposed housing development as it relates to the proposed <br />Comprehensive Plan. <br /> <br />Councilmember Hendriksen stated that he attended an informal meeting with Brad Scheib of <br />HKGi, and Councilmember Zimmerman, and during that meeting, he (Councilmember <br />Hendriksen) stated that the plan should represent the wishes of the citizens of Ramsey and Mr. <br />Scheib responded that HKGi has to produce a plan that is acceptable to the Met Council. <br />Councilmember Hendriksen stated that he didn't think that the Comprehensive Plan that has been <br />brought forward reflects the input that was received by the citizens and felt that if it is the <br />intention of HKGi to have an acceptable plan for the Met Council and not the Ramsey citizens, <br />then he has a problem with hiring them again. <br /> <br />City Council/July 13, 1999 <br /> Page 7 of 18 <br /> <br /> <br />
