Public Hearine <br /> <br />Mayor Gamec called the public hearing to order at 7:15. <br /> <br />Presentation <br /> <br />Director of Public Works Kapler stated that on June 8, 1999, the City Council passed a resolution <br />receiving a feasibility study and setting a public heating for the project. The feasibility study <br />was revised following comments made by owners of several of the benefited properties. The <br />feasibility study details the work to be performed, the total project costs, and method of <br />financing. The revised study also discusses an alternative route for providing sewer to these <br />properties. <br /> <br />Citizen Input <br /> <br />Allen Koenig, Koenig Installation, stated that his business is affected by the project and feels the <br />fee that he will be assessed for the project is very high. He questioned why if 138 acres will be <br />affected by the improvements that only 11 acres will be assessed and since the improvements are <br />taking place because of the Parabody project, why isn't Parabody being assessed for their portion <br />of the project. Mr. Koenig stated that he should not be assessed for a project that he will not be <br />able to use and questioned why they City is not running the sewer and water from Sunwood <br />Drive. He also questioned why no residents on the east side of Sunfish Lake Boulevard were <br />notified of the project. Mr. Koenig also stated that the City has set a precedent that people who <br />did not want City sewer and water would not have to hook-up unless their current system went <br />bad and questioned why he is being assessed for services that they will not be able to use. He <br />stated that he is not adverse to improvements, but he is concerned over the high cost involved <br />and thinks a lot of discussion should take place before any decision is made. <br /> <br />Mayor Gamec stated that the City is mainly doing water and sewer upgrades in commercial areas <br />because 80 to 90 percent of residents would have to agree to the improvements in a residential <br />area. <br /> <br />City Attorney Goodrich responded in regards to the notification of property owners on the east <br />side of Sunfish Lake Boulevard pointing out that the City is only required to notify the properties <br />that will benefit from the project. <br /> <br />Director of Public Works Kapter explained that property owners are only assessed for what <br />happens on the frontage of their property. <br /> <br />Mayor Gamec noted that Parabody paid for their portion of the project as part of the development <br />agreement. <br /> <br />Mr. Koenig stated that he doesn't think that he should be assessed for a project he doesn't want <br />just because Waltek is requesting the improvements. <br /> <br />City Council/July 27, 1999 <br /> Page 4 of 13 <br /> <br /> <br />
