Councilmember Hendriksen questioned why the termination of the water and sewer is angled in <br />front of Waltek. <br /> <br />Zoning Administrator Frolik explained that Waltek will be changing their driveway to have <br />access on the future 144th Avenue and the angle of the sewer and water is meant for future right. <br /> <br />Mayor Gamec suggested scheduling a meeting with Mr. Koenig and City Engineer Jankowski to <br />get Mr. Koenig's questions answered since the City Engineer was not available at the meeting. <br /> <br />Councilmember Zimmerman agreed that there seems to be a lot of issues to be addressed and <br />suggested tabling the public hearing until the City Engineer is available. <br /> <br />City Administrator Norman stated the reason the public heating was being held is to determine if <br />the project should proceed or not. <br /> <br />Robert Boutin, Champlin Towing, stated that his company would not need as large of a pipe as is <br />being proposed and he doesn't think that they should be assessed for a project that Waltek is <br />requesting. He also stated that he feels the property to the north, which is owned by Waste <br />Management, should be assessed. <br /> <br />City Attorney Goodrich stated that the Waste Management land cannot be developed so the City <br />cannot assess any charges to the property. <br /> <br />Mr. Boutin stated that he does not believe that his property would value at the assessed value. <br /> <br />City Attorney Goodrich stated that they have the fight to protest the assessed fee. <br /> <br />Mr. Boutin stated that Sunfish Lake Boulevard in the area is in bad condition and questioned if it <br />wouldn't make more sense to meet with the County and get City sewer and water on both sides <br />of Sunfish Lake Boulevard. <br /> <br />Mayor Gamec explained that there are only a few residents in the area that want to hook up to <br />City sewer and water so the project would be to costly to install, but he agreed that the road is in <br />tough shape and but they are working with the County on improving it. He stated that they will <br />include Mr. Boutin in the meeting with City Engineer. <br /> <br />City Attorney Goodrich noted that with the current Charter in place if three of the property <br />owners sign a petition within 60 days from the closing of the public hearing the City would not <br />be allowed to continue with the project. <br /> <br />Dick Burgess, Champlin Towing, 7640 145th Lane, asked if they will be required to hook up to <br />the City sewer and water and if they choose not to hook up, would they be required to pay the <br />assessment and the interest. <br /> <br />City Council/July 27, 1999 <br /> Page S of 13 <br /> <br /> <br />
