comply with any requirements from Mn/DOT such as turn lanes or additional right-of-way <br />needs? b) Will all drainage be handled on site? and c) Can the proposed access onto T.H. #47 be <br />realigned to exactly align with 172na on the west side of the highway? Ms. Frolik stated that in <br />telephone conversations with Mn/DOT Staff, it has been indicated that a total of 60 feet of right- <br />of-way from the centerline of T.H. #47 is desirable. There is currently 33 feet in place and an <br />additional 27 feet will be required to comply with future plans for the corridor. The applicant has <br />agreed to shift the site plan 27 feet to the east. The proposed Mn/DOT access permit suggests <br />that it may be necessary to restripe the northbound by-pass lane as a right-turn land and the <br />applicant is also willing to comply with this requirement if necessary. The applicant's engineer <br />provided drainage calculations and the City Engineer determined that all runoff will be held on <br />site. The site plan has also been modified to shift the access 12 feet to the north to exactly align <br />with the intersection of T.H. #47 and 172'~d. <br /> <br />Councilmember Zimmerman questioned if the City will receive a deed for the extra 27 feet. <br /> <br />Zoning Administrator Frolik replied that New Life Church is not platting so the City cannot <br />require a deed. <br /> <br />Motion by Councilmember Connolly and seconded by Councilmember Zimmerman to approve <br />the site plan for New Life Church. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #4: Adopt Ordinance to Amend the Site Plan Review Section of City Code <br /> <br />Community Development Director Sherman stated that on January 26, 1999, the Ramsey City <br />Council introduced an ordinance to amend the Site Plan Review Section of City Code. <br /> <br />Councilmember Connolly questioned how much remodeling would have to take place before a <br />business would be required to update their parking area. <br /> <br />Community Development Director Sherman responded that any time there is a structural change <br />they would be required to bring their business into compliance with the ordinance <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to adopt <br />Ordinance #99-09 to amend Sections 9.03.06 (Site Plan Review) and 9.11.20 (Non-Residential <br />Performance Standards) of the Ramsey City Code. <br /> <br />A roll call vote was performed by Mayor Gamec. <br /> <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br /> <br />City Council/July 27, 1999 <br /> Page 7 of 13 <br /> <br /> <br />
