It would seem appropriate to only credit 50% for the wetlands when calculating private open space <br />area. The fmai site plan is sl~owing a total of 50.2% private open space area. <br /> <br />6. Utilities. This development will be served with municipal sewer and water. Detailed comments regarding <br /> the utility plans are included in the Engineer's Memo dated June 9, 2006. <br /> <br />7. Access and Streets, The development is proposing to connect to Radium Street in Halls Dover Acres to the <br /> north and to Potassium Street from the south. Potassium Street is currently unpaved and will be upgraded to <br /> an urban section in order to serve this development and the Rum River Meadows development. The <br /> construction of Potassium Street 'grill be a coordinated project between Shade Tree, National Growth, and <br /> the City of Kamsey. The Costs for acquiring and constructing Potassium will be cost shared in the following <br /> manner: City of Ramsey- 50%, Shade Tree Commun/ties -25%, National Growth, LLC -25% <br /> <br />The private street is 635 feet long. City Code states private streets over 300 feet in length must be 32 feet <br />wide. The development is being processed as a PUD and deviations are permitted. The deviation from <br />private street standards allows a slightly larger green area between the existing residential development and <br />the proposed single unit detached town_home units. The 28 foot wide street will be acceptable if is posted for <br />no parking on one side of the street. The public street servicing the single family homes is proposing to be <br />660 feet in lengxh, which exceeds the City's 600 foot maximum cul-de-sac length. Again this development il <br />proposing to be processed as a PUD and therefore deviations are permitted. <br /> <br />A temporary access plan will need to be approved by the City as the streets and utilities are constructed in <br />order to ensure access for the existing residents of Potassium St. <br /> <br />Additional comments about the street plan are contained in the Engineer's Memo dated June 9, 2006 <br /> <br />8. Grading and Drainage. Grading, Drainage and Utility plans dated May 19, 2006 have been prepared by <br /> Midwest Land Surveyors and Engineers. We have some specific cormments regarding these plans: <br /> <br />The plans show retaining walls adjacent to the private street. The city requires engineered plans for retaining <br />wails four (4) feet tall and b_igher and the installation of fences at the top of the retaining wail. <br /> <br />The watermain shown on the plans is PVC. The city standard for watermain is DIP. Th/s must be revised on <br />the final plans. <br /> <br />· A permit must be obtained from the Lower Rum River WMO to insure the adequacy of the storm water <br /> system and erosion control measures. <br /> <br />· Additional comments about the ~ading and drainage plans are contained in the Engineer's Memo dated <br /> June 9, 2006 <br /> <br /> 9. Wetlands: Staff is pleased to see that wetland buffers are proposed around most of the wetlands within this <br /> site. Areas that do not have sufficient existing vegetation (either trees or a dense layer of perennial grasses <br /> that have been uncultivated for at least ten years) shall be seeded in accordance with Mn/DOT's seed <br />-260- <br /> <br /> <br />
