Final Plat and Site Plan Review <br />~unhade Tree Cottages <br /> e 9, 2006 <br /> Page 3 of 4 <br /> <br />mixture tabulations found in the publication "Guidelines for Restoring & Managing Native Wetland <br />Vegetation". Buffer monumentation will also be required along the edge of the buffer areas at a spacing not <br />to exceed 200 feet. Location and specifications for the monuments should be reviewed with City Staff. Silt <br />fencing should be installed along the edge of the wetland buffer areas prior to construction. <br /> <br />10. Density Transitioning. A combination of landscaping and berming is proposed to fulfill the density <br /> transitioning requirements. The landscaping plan, dated May 18, 2006, appears to satisfy the transitioning <br /> requirements. <br /> <br />11. <br /> <br />Landscaping. The revised landscaping plan, dated May 18, 2006 is generally acceptable. Please note <br />though that planting depth should be such that the top most root, after plandng, is located at grade level <br />(roots can get buried somewhat when prepared as balled and burlap stock, so some soil may need to be <br />removed from the top of the soil ball, if this is the case). <br /> <br />12. <br /> <br />Tree Preservation. There are roughly 600 trees throughout this site that will be preserved. Tree save <br />fencing, placed at the dripIine of individual trees or groups of trees, must be in installed prior to any. <br />construction. The tree save fencing must be shown on both the tree preservation plan and the grading plan. <br /> <br />Due to the presence of oak trees on and adjacent to this site, coupled w/th the concern of oak wilt, there shall <br />be no clearing of any oak trees between April I5 and July 15. A plan must be submitted outlining the <br />actions that will be taken to protect those trees from the oak wilt fungus. <br /> <br />13. Ground Cover/Irrigation. City Code requires all areas otherwise not improved to be established with sod. <br /> Staff is assuming that the development will comply with this requirement. An irrigation system will need to be <br /> provided throughout the development where sodded and landscaped areas are established. The proposed <br /> irrigation system will need to be reviewed by the City Engineer. The irrigation system will need a dedicated <br /> service(s) that must be shown on the utility plan. <br /> <br />14. Sidewalks. City Code requires sidewalks on one side of all public streets. The City will require the <br /> installation ora sidewalk on the west side of Potassium St. from Quicksilver Court to the northern e~ent of <br /> the plat. This will provide for a loop connection to the proposed trail system. <br /> <br />15. <br /> <br />Trail Development. As required by the preliminary plat review, trails are shown on the final plans, including <br />along Nowthen Blvd. The proposed location of the trails will be reviewed by City staff and the developer as <br />construction of the subdivision commences in order to ensure the optimal location of the trails when factoring in <br />elevation and utility locations. The current trail development fees are $580 per unit, the fees for this <br />development will be $24,360. The portion of the trail constructed outside the plat is can be used for credit <br />against the trail development fees required for the plat. <br /> <br />A looped trail is shown in the southwest comer of the site adjacent to Nowthen Boulevard. The trail shown <br />exceeds the maximum slope in several locations. Additional detail on this trail must be supplied. <br /> <br />16. Park Dedication. Staff will be recommending to the Park and Recreation Commission that park dedication <br /> be satisfied through a cash payment. The 2006 fee schedule is $2400/ unit for Park dedication, which <br /> equates to $100,800 ($2400x 42). <br /> <br />-261- <br /> <br /> <br />
