Discussion ensued regarding undeveloped land. <br />be developed. <br /> <br />Councilmember Hendriksen asked, taking out <br />MUSA and what is our score against 3.0? <br /> <br />Three units per gross acre equals land that can <br /> <br />everything but commercial, how large is our <br /> <br />Mr. Scheib replied that with future land design, as in the comp plan, we are right at it. One <br />Thousand Thirteen net developable acres - appears it's 3.66 net. <br /> <br />Councihnember Hendriksen stated that we need categories - what we believe a credible number <br />is - what the score is. <br /> <br />Mr. Scheib stated that the Met Council projects 5,200 total households by the year 2020. For <br />1999 - 2000, the projection is 240 new households. <br /> <br />The group reviewed the growth projections of 240 per year to the year 2020 and reviewed the <br />residential land demand. This is a planning tool; there is rationale behind it. <br /> <br />Mr. Scheib stated that this generally shows that we meet their targeted goals. <br /> <br />Councilmember Hendriksen commented that we exceed their targeted goals. <br /> <br />Councilmember Zimmerman referred to V35. He asked how far in the future are we required to <br />plan for. <br /> <br />Mr. Scheib replied that State Statutes require 20 years for the purpose of wastewater and sewer, <br />etc - 20 years in five-year increments. The Comp Plan should be updated every 10 years but we <br />say to review it every couple years. <br /> <br />Councilmember Zimmerman mentioned an area that would better accommodate townhouses. <br /> <br />It was noted that the Plan is general - it says this is our intent. The Zoning Ordinance says what <br />you have to do to meet that intent. <br /> <br />Councilmember Zimmerman stated he has a problem with the fact that the Plan is vague. <br /> <br />Mr. Scheib stated that all the direction we have given is not in favor of a lot of residential <br />growth. <br /> <br />Councilmember Hendriksen stated he has trouble with the vagueness of mixed residential. <br /> <br />Mr. Scheib stated that you need zoning ordinances to relay what you can and cannot do. Policies <br />and performance criteria will be the protection. <br /> <br />Councilmember Hendriksen felt that we should not have to build apartments to achieve the <br />$130,000 target. <br /> <br />City Council - Special Meeting - August 23, 1999 <br /> Page 2 of 6 <br /> <br /> <br />
