Mr. Scheib stated he does not believe that $134,000 is necessarily affordable. If you have your <br />apartments, that's affordable. He stated that all plans he has been involved with have had R-l, <br />R-2 and R-3. <br /> <br />Councilmember Zimmerman felt that the new labeling will be confusing. <br /> <br />Mayor Gamec stated that maybe we should develop some zoning ordinances so this is all <br />understood. <br /> <br />Mr. Scheib stated that you can basically work with your zoning ordinance as is. He listed <br />solutions: 1) Start to establish zoning language; 2) Go back and change designations to R-l, <br />etc.; and 3) Revise your land use classifications. <br /> <br />Councilmember Hendriksen stated that he would feel more comfortable going with something <br />that says single family residential and that could get changed through a process. <br /> <br />Mr. Scheib responded but if we give it a single family label on the map and then someone goes <br />through a PUD process, because it is written this way, people would be upset. If it's mixed <br />residential, they will know something is different and you can explain what it is. You already <br />have a preliminary plan process. <br /> <br />Councilmember Hendriksen stated that he feels we have a procedural problem relative to the <br />sketch plan, but we do not have public notification for sketch plan and the developer is getting <br />some kind of commitment from the City. He added that we have built a lot of single-family <br />houses and he feels we average 3.3 units per acre and that's higher than what the Met Council <br />requires. Therefore, if we have everything as single family and PUD, he did not see how we can <br />fail and no one should be upset with us. <br /> <br />Councilmember Zimmerman commented that it was said that we should change mixed <br />residential to something like R-1. <br /> <br />Councilmember Anderson felt that is where the problem has come in. It does not say mixed <br />residential, so they object to it, but if it says mixed, we would not have been facing that problem. <br /> <br />Councilmember Hendriksen stated he did not want to change the City to all mixed residential. <br /> <br />Councihnember Anderson stated that building single family homes on only large lots will be the <br />only thing that will not get people upset. <br /> <br />Councilmember Zimmerman stated that if we have densities clearly marked on the map, that will <br />help. <br /> <br />Discussion ensued relating to the Charter amendment and transition areas.
