Mr. Scheib stated that we will accomplish the same as R-1 with mixed residential. <br /> <br />It was stated that Council is uncomfortable with mixed residential. <br /> <br />Mr. Norman stated that one suggestion was R1-U. We would leave medium and higher density <br />and the new one of UR-R and go back and designate it what our current designation is. <br /> <br />Ms. Sherman asked if then should some area be more appropriately labeled for medium or high <br />density. <br /> <br />Councihnember Zimmerman stated that medium density, high density, etc., he did not have a <br />problem with that. <br /> <br />Mr. Scheib talked about how to avoid objections to town homes, etc. <br /> <br />Ms. Sherman stated that she thought we can have it say R1-U but with a PUD process available. <br />We can do that for a consensus. <br /> <br />Councilmember Hendriksen, with regard to single family, even without PUD, we will still <br />significantly meet Met Council's target. <br /> <br />Councilmember Anderson stated that may be so but we have no life cycle housing. <br />Councilmember Hendriksen stated that people can go to Elk River or Anoka. <br /> <br />Ms. Sherman stated that we have a lot of people who live in Ramsey now that would like to stay <br />in Ramsey. <br /> <br />Councilmember Hendriksen stated that there is probably ten more people that will not be in favor <br />of living next to an apartment. <br /> <br />Mr. Scheib stated that life cycle housing, more so than affordable housing, is the issue. <br /> <br />Councilmember Hendriksen stated that we are not in the middle of nowhere. We are within a <br />region. The towns next to us have homes for life cycle. <br /> <br />Councilmember Zimmerman stated that we do not need PUD because we have designated areas. <br /> <br />Councilmember Anderson stated that it seems we are talking about putting anything other than <br />single family homes in a less desirable area. <br /> <br />Mr. Norman stated that he is getting some direction on. mixed residential and added that maybe <br />he should get some direction on cluster housing. <br /> <br />The Council recessed at 7:50 p.m. <br /> <br />City Council - Special Meeting - August 23, 1999 <br /> Page 4 of 6 <br /> <br /> <br />
