Mayor Gamec called the special meeting of the City Council back to Order at 8:03 p.m. <br /> <br />Mr. Nonrtan mentioned cluster housing. It has been noted that it's not a requirement of the <br />Metropolitan Council. <br /> <br />Mayor Gamec stated that he thought originally it was good for unique areas, but it's no big deal. <br />If cluster housing is shown, it should be spelled out. <br /> <br />Councilmember Connolly noted there are different types of cluster housing. Flintwood Hills is <br />considered clustering. She felt that we will limit development options if we list portions for <br />cluster development. She added that she is not against the concept of cluster development. <br /> <br />Councilmember Hendriksen stated that he is not opposed to clustering as long as it is tightly <br />controlled by the City at the City's option. We should have this handled via PUD process - <br />write that in the plan. <br /> <br />Councilmember Zimmerman commented on meeting certain criteria - minimum lot size, <br />minimum frontage. <br /> <br />Councihnember Anderson felt that fo some extent we do. not meet that criteria. <br /> <br />Councilmember Connolly stated that some of the areas we have Will probably be conducive to <br />clustering but we do not want to dictate that they have to do that. <br /> <br />Mr. Scheib stated that it could have been called something other than cluster. <br /> <br />Councihnember Hendriksen stated that we need to guard against some things. Number one, he <br />did not want 40 acres with 20 acres under water and credit being given for 40 acres; and Number <br />two - 40 acres - cluster everything on 20 acres this year but some year down the line build on <br />the other 20 acres. He did not want that to happen. <br /> <br />Mr. Scheib stated that we made it clear that urban services will not go to the north that far so <br />they should not be able to build more when services are extended. <br /> <br />Ms. Sherman stated that Bruce Bacon is talking about keeping his farm but would like to sell <br />some off for townhomes, etc. The rest would be kept a farm. The problem is to keep the land <br />protected - keeping space open, green, etc. <br /> <br />Mr. Scheib mentioned permanent easement. <br /> <br />Community Development Assistant Walther stated there are ways to make things permanent. <br /> <br />Mr. Norman referred to the illustration and asked if it should stay or not. <br /> <br />Councilmember Hendriksen stated he did not care if they stay or not. <br /> <br />City Council - Special Meeting - August 23, 1999 <br /> Page 5 of 6 <br /> <br /> <br />
