Donna Malecha, 14460 Potassium Street NW, Ramsey, explained that she searched the Intemet <br />for information on Pulte and that she was originally skeptical of the development until she did <br />the research. Ms. Malecha explained that Pulte has been in business for over forty years and is <br />one of the nations largest builders. She was impressed with the updated proposal presented by <br />Pulte to please the neighbors and felt that they have done a good job working with the <br />community. She stated that the property is zoned R-l, but that times do change and sometimes <br />changes have to be made to accommodate growth. The City of Ramsey has not enforced the <br />ordinances of existing homes in regard to lawns and if more single family homes are built they <br />could have some of the same problems. The Pulte proposal includes associations that would <br />guarantee the property is maintained. Ms. Malecha stated that the City should consider having a <br />better relationship with the Met Council because in the future the City may need their help with <br />financing, for example. <br /> <br />Mayor Gamec explained that the Met Council is a regional organization that has some <br />guidelines, but the City of Ramsey still has the authority to make their own decisions. He stated <br />that in regards to maintenance of the property, the covenants have made a definite improvement, <br />but he understands there are still some problems and that the City is working to try and address <br />those problems. <br /> <br />Councilmember Connolly asked about the City's policy with regard to lawn maintenance. <br /> <br />Community Development Director Sherman explained that there is no ordinance in place that <br />would require residents to install a yard. They are required to install boulevard sod and tree. <br /> <br />Councilmember Connolly inquired if addresses are received from residents can the City review <br />the situation. <br /> <br />Community Development Director Sherman replied yes. <br /> <br />Zoning Administrator Frolik stated that the City cannot force residents to put in a lawn. <br /> <br />City Attorney Goodrich explained that two public hearings will be required regarding to the <br />Pulte development and that residents within 350 feet of the property will be notified of the public <br />hearings. <br /> <br />Councilmember Connolly asked if residents who signed the petitions would be notified. <br /> <br />City Attorney Goodrich explained that if it is feasible, the City would notify the residents on the <br />petitions also. <br /> <br />Councilmember Hendriksen stated that there is a high threshold when something is going to be <br />changed especially when something is expected to stay the same. So far he does not feel that <br />Pulte has achieved that threshold for him to vote in favor of the P.U.D.
