Mr. Grant explained that there will be a main association for the whole community and then each
type of housing will have an individual association.

Mayor Gamec inquired if all the associations will coordinate with each other.

Mr. Grant stated that they are encouraged to do so, but noted they are individually governed and
not required to do so. He explained that the development will not be turned over to the
association until 75 percent of the homes are sold.

Erie Watson, 6000 - 146th Avenue NW, Ramsey, submitted a petition with 125 signature from
residents of the neighborhood who are strongly opposed to the proposed development. He
explained that there is a misconception of what residents don't like about the proposed
development. It is not that the residents dislike townhomes, but when they purchased their
homes in the area, they contacted the City to verify what will happen with the open property and
they were told that the property was zoned R-1 single family. He stated that many of them
would never have purchased their homes where they did if they had known the possibility of this
development. The residents did their homework when they bought their home and he feels that
the City of Ramsey should keep the original agreement.

Sandra Bertzyk, 6001 - 146c~ Avenue NW, Ramsey, submitted a petition of 91 signatures in
support of the proposed development. She explained that there was a lot of miscommunication
in regards to the development so she and her husband took it upon themselves to go around the
neighborhood and explain the facts of the development. Ms. Bertzyk presented a map of
residents who showed support of the development.

Robin Childs, 6040 151st Lane NW, Ramsey, stated that if the Council refuses the idea of
townhomes and allows them to construct only single family housing, the trees in the area will be
removed and there will be an increase of children which would increase the amount of people
entering the already crowded schools.

Michael Tank, 6193 - 146th Avenue NW, Ramsey, stated that his home directly overlooks the
field. He explained that they had selected Ramsey because of all the single-family housing and
he would not have selected his piece of property if he had known the proposed development was
a possibility. He noted that constructing townhomes is not a guarantee for fewer children and
that the schools are already overcrowded so adding more single family homes will not change
that.

Brian Krebsbach, 5981 - 145th Lane NW, Ramsey, stated that he is strongly opposed to the
project and was disappointed by the comments of incorrect information being presented to the
residents. He felt that people should be able to address the Council, and felt it was wrong for
someone to make that statement. Mr. Krebsbach stated that he had talked to many of the
neighbors and had not heard any incorrect information that was stated previously.

City Council/August 24, 1999
