Councilmember Zimmerman stated that the City of Ramsey committed $2.6 million and the <br />federal government committed to $2.0 million, but the County has now apparently pulled their <br />funds and expressed that he is concemed that now the City has obtained the right-of-ways and <br />they don't know if they have a commitment from the State for their funding. <br /> <br />City Engineer Jankowski explained that the commitment from the State came from the Met <br />Council which indicated the funds were allocated for the project He also noted that the City has <br />an opportunity to receive excess funds for the project if they can get the project moving forward. <br /> <br />Councilmember Hendriksen replied that his concern is that the commitment came fi:om the Met <br />Council and he does not want to be put into a situation like Andover was put in. He would like <br />to hear from Andover as to what exactly occurred, because he does not want the City to be forced <br />into something they don't want to do. <br /> <br />Mayor Gamec stated that the Public Works Committee needs to research the information. <br /> <br />Councilmember Hendriksen stated that he inherited the project from previous Councils and noted <br />that he would not have used millions of dollars fi:om the residents for redoing T.H. #47. <br /> <br />Mayor Gamec replied that the Council has had long meetings with residents in regards to T.H. <br />#47. He stated that T.H. #47 is becoming a major problem for everyone in the City and the City <br />has made a strong commitment to the residents. <br /> <br />Councilmember Hendriksen replied that his point is that the City of Ramsey is improving a road <br />for residents who live in neighboring cities to the north of Ramsey, and he has a problem with <br />the State not funding the transportation for those residents. He stated that he would not object to <br />the installation of stoplights on T.H. #47. <br /> <br />The Council discussed in length how the project is being funded. <br /> <br />City Administrator Norman reminded the Council that the item that was being discussed was in <br />regards to the Comprehensive Plan. <br /> <br />Councilmember Connolly stated that the Comprehensive Plan discussion should be a single item <br />agenda for a work session. She questioned if it would be necessary to have the consultant <br />present during the work session. <br /> <br />City Administrator Norman replied that he would need to have planning staff available for the <br />meeting, but the consultant would not need to be present. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to discuss the <br />item further at a Council work session. <br /> <br />City Council/September 14, 1999 <br /> Page 13 of 23 <br /> <br /> <br />
