Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly,
Anderson, and Hendriksen. Voting No: None.

City Administrator Norman stated that the City could decide not to proceed with the project up
until the letting of the bid. He reviewed a breakdown of the funds that have been currently spent
by the City for the project.

Councilmember Zimmerman questioned if it was correct that 80% of the funds that were
budgeted for the project have already been spent.

City Engineer Jankowski replied that was correct.

Councilmember Hendriksen requested an explanation of the worst case scenario and the best case
scenario.

City Engineer Jankowski reviewed the cost and funding scenarios for the project.

Councilmember Anderson questioned how the County can only make $50,000 available after
committing to $250,000.

City Engineer Jankowski replied that he has not received an answer to that yet.

Councilmember Hendriksen stated that he is very uncomfortable with the project and the
uncertainty of the funding, especially when what the residents originally requested was stop
lights. He stated that Anoka county continues to have on their plans a four lane highway and the
City of Ramsey is spending between two to three million dollars on T.H. #47 which will
probably be swapped to the State for Ramsey Boulevard and Nowthen Boulevard to have a four
way freeway. The meeting with the County needs to discuss the highway plans of the County.

Councilmember Zimmerman stated that he wants the meeting with the County to be a full
Council meeting.

Mayor Gamec requested that the City Administrator schedule a meeting with the County.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to acknowledge
that plans and specifications have been submitted and to direct staff to arrange a meeting with
Anoka County to discuss the County portion of the project funding at a future Council meeting.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None.

Mayor Gamec recessed the regular City Council meeting at 9:43 p.m.

Mayor Gamec called the regular City Council meeting back to order at 9:51 p.m.

City Council/September 14, 1999
