Council Business

Mayor Gamec called the regular portion of the City Council meeting back to order at 8:02 p.m.

Councilmernber Hendriksen stated that if In-Tech can achieve the goals - great, and if they can't,
then they can file for an extension of pay penalties to the City. He was not inclined to make any
significant changes to the wage requirement.

Councilmember Anderson stated that the $7.50 per hour troubled her and she doesn't think the
City should be subsidizing companies and still having people live in poverty.

Mayor Gamec stated that he would like to have new businesses come into the community. With
inflation rates and what is happening in the industry, a lot of people "miss the boat" when they
do not look at the benefits, but sometimes benefits need to be cut to increase wages. The City
needs to stick with the policy, because it would be unfair to the other businesses that have been
requested to meet the guidelines.

Mark Nielsen stated that the opportunity to meet the goals is very strong. He explained that In-
Tech has been in business since 1991, and they have not yet been able to increase the amount the
fee of their product due to the competitiveness of their business. They understood the desire of
the Council to uphold the policy and will abide by that.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to authorize
the Mayor and City Administrator to execute certain legal documents relating to the In-Tech
Development. These documents are to be consistent with the intent of the project as identified in
the Council's original action(s) of May 11, 1999, business subsidy policy on this subject, and are
subject to the City Attorney's direction. In-Tech will also be required to meet a $10.00 per hour
wage requirement.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None.

Case #1: Public Hearing and Levy of Special Assessments for the 1999 Street
Maintenance Program

Mayor Gamec closed the regular portion of the City Council meeting at 8:11 p.m. in order to
conduct a public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 8:11.

City Council/September 28, 1999
