Staff is suggesting the addition of three to four <br />coniferous trees to screen the building all year around from Ramsey Boulevard. <br /> <br />Jim Smart, NorthStar Access, explained that the equipment will serve potential customers in the <br />Anoka and Ramsey area with high speed data/voice. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to approve <br />the site plan for a storage building; request of Connexus Energy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Councilmember Hendriksen noted that this is another reason there needs to be a right of way <br />ordinance. <br /> <br />City Administrator Norman replied that the item is on the next Public Works meeting agenda and <br />will then be brought to Council. <br /> <br />Case #4: <br /> <br />Introduce Ordinance Amending Permitted Uses in R-1 Rural Residential <br />Zoning Districts <br /> <br />Planning Consultant Scazlo stated that City Council has selected a site for a second fire station. <br />The property is zoned R-1 Rural Residential and public buildings or uses are not a permitted use <br />in this zone. On September 7, 1999, the Planning Commission held a public hearing to consider <br />a proposed ordinance amending Chapter 9 (Zoning and Subdivision) of Ramsey City Code to <br />include "public uses" as a permitted use in any zoning district. Due to concerns raised at the <br />public hearing, Staff subsequently drafted another ordinance to amend Chapter 9 (Zoning and <br />Subdivision) of Ramsey City Code to allow fire stations in all R-1 Rural Residential Districts. <br /> <br />Councilmember Hendriksen inquired why the ordinance needed to be amended rather than <br />issuing a conditional use permit. <br /> <br />Leo Anderson, Chairperson of the Planning Commission, explained that the Planning <br />Commission reviewed the two options available which were to amend the ordinance or go <br />through the conditional use permit process and the Commission made a decision to amend the <br />ordinance. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Anderson, to introduce <br />the ordinance amending Chapter 9 of the City Code to allow fire stations in the R-1 Rural <br />Residential Districts. <br /> <br />Motion cmTied.
