District #5 will be decertified on
December 31, 1999, and by taking this action the City will be able to retain $665,000 rather than
sending the money back to the County.

Motion by Councilmeamber Zimmerman, seconded by Councilmember Connolly, to adopt
Resolution #99-12~22/?C'approving the amendments to the Tax Increment Financing Plans for Tax
increment Financing Districts Nos. 1,2,4,5 and 6 within Municipal Development District No. 1.

Motion carried. (a.k.a. Commuicor) at 6100 Industry Avenue NW, Ramsey, for the utilization of
a 720 square foot modular office on the property for a one year period. That permit expired on
August 1, 1998, and the applicants requested permission to use the temporary office structure for
one more year to complete their assessment of space needs for expansion or relocation. The
applicants are requesting another Interim Use Permit to utilize the modular office structure until
Transwest's lease of the property terminates (October 31, 2003). City Code requires a new
public hearing and re-issuance of a permit upon expiration of the original permit, but a quorum
was not available for the December 7, 1999 Planning Commission meeting to hold the public

City Council/December 14, 1999
