2) Consider Change Order for Improvement Project 03-20 Northwest Sanitary <br /> Sewer and Watermain Extension <br /> <br />Public Works Director Olson explained upon initiating the construction of the northwest sanitary <br />sewer, soil conditions were encountered where organic soils were discovered to be deeper than <br />the bottom of the sanitary sewer. Soil investigations allowed for the relocation of the sanitary <br />sewer to avoid the excessively deep organic soils. This situation has caused a number of <br />modifications to the project and consequently to the agreement with the contractor, LaTour <br />Construction. Change Order No. 1 outlines the nature of these changes, along with the financial <br />and scheduling implementations of these changes. Staff and the Public Works Committee <br />recommend that Change Order No. 1 with LaTour Construction be approved in the amount of <br />$14,184 and extending the contract completion date by 20 days. <br /> <br />Councilmember Elvig noted the original estimate was as high as a possible $100,000 increase. <br />He commended staff on their work in rerouting this and the lower amount of the increase. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 2 and adopt Resolution #06-05- <br />170 to approve Change Order No. 1 with LaTour Construction in the amount of $14,184, and to <br />extend the contract completion date by 20 days. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Consider Change Order for Improvement Project 05-22 Ramsey Town Center <br />Phase 2 Segment 1 <br /> <br />Public Works Director Olson explained this project includes the construction of Civic Center <br />Drive between Zeolite and Sapphire Streets. One element of this street includes a "bump out" in <br />the street section to accommodate the bus loading zone in front of the municipal parking <br />structure. Concrete pavement is required through the area where buses will be braking and <br />accelerating to prevent rutting and shoving that would be anticipated if bituminous pavement <br />were utilized. The plans called for a 1 O-foot wide concrete bus parking section on the south side <br />of the street, but made an accommodation for only a 5-foot segment on the north side. If <br />constructed in this manner only the right side on the bus wheels would be braking on concrete <br />pavement. In order to rectify this deficiency two options were considered: <br /> <br />Option One would be to mill out the base course of bituminous pavement adjacent to the <br />concrete and place a seven foot concrete section adjacent to the existing concrete curb. <br />This would provide a wide enough width to provide an adequate section for stopping <br />buses. However, this section would result in having a concrete section producing into an <br />otherwise bituminous pavement on the north side of the street for a distance of <br />approximately 180 feet. On the south side of the street the concrete for the bus stop is <br />located entirely south of the extension of the curb line leading into the bus stop "bump <br />out". Although functional, there are aesthetic concems with this altemative. The <br />estimated cost for this option is $11,635.
