1) Green Valley Greenhouse Appeal of Storm Water Utility Fees Councilmember Elvig stated it was the recommendation of the Committee to bring this case forward to the Council at the next Council meeting. Mr. Rowe is planning to look at what he could do to put a plan forward to staff in relation to the storm water utility fees on his property. Public Works Director Olson indicated Mr. Rowe called staff this afternoon; the intention is to meet Mr. Rowe on site. Committee/Staff Input Potassium Street Proverties - First-Rieht-of-Refusal Public Works Director Olson reviewed that staff was directed to pursue first-right-of-refusal with properties in relation to Potassium Street and the long cul-de-sac included in the Rum River Meadows subdivision. Staff reviewed four potential locations with the Public Works Committee. The Committee felt strongly about the parcel that would line up directly with Neon Street. This parcel would provide an additional benefit of eliminating the cul-de-sac, rather than just shortening the cul-de-sac. The recommendation of the Committee was that the Council authorize staff to pursue obtaining first-right-of-refusal from the property in line with the southern extension of Neon Street. Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the recommendation of the Public Works Committee and to authorize staff to pursue obtaining first- right-of-refusal from the property in line with the southern extension of Neon Street. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. MAYOR, COUNCIL AND STAFF INPUT Mayor Gamec directed staff to contact Mr. Dvoracek regarding the easements on his property. Mayor Gamec announced the following meetings: · Elected Officials Meeting, May 31 st at the Wells Catering Event Center. · Town Center Work Session, May 30th at 4:30 p.m. at City Hall. Councilmember Cook announced during the recent trip to China the delegation met with Scott Zeng of Zeng Deluxe Family Holdings. Mr. Zeng would like to meet with the City and RTC, LLC to negotiate some development within the City. He directed staff to provide Mr. Zeng with a letter of invitation so he can begin the Visa process to visit the City of Ramsey. Councilmember Elvig noted there is currently a nuisance issue under litigation in the City. He indicated he has received a letter of complaint about garbage debris and clutter on a neighboring property, and has received two phone calls about other properties. He directed staff to schedule a work session discussion regarding the issue of debris and nuisance complaints. Mayor Gamec concurred and stressed the need to get a handle on this issue.
