1) Green Valley Greenhouse Appeal of Storm Water Utility Fees <br /> <br />Councilmember Elvig stated it was the recommendation of the Committee to bring this case <br />forward to the Council at the next Council meeting. Mr. Rowe is planning to look at what he <br />could do to put a plan forward to staff in relation to the storm water utility fees on his property. <br /> <br />Public Works Director Olson indicated Mr. Rowe called staff this afternoon; the intention is to <br />meet Mr. Rowe on site. <br /> <br />Committee/Staff Input <br /> <br />Potassium Street Proverties - First-Rieht-of-Refusal <br /> <br />Public Works Director Olson reviewed that staff was directed to pursue first-right-of-refusal with <br />properties in relation to Potassium Street and the long cul-de-sac included in the Rum River <br />Meadows subdivision. Staff reviewed four potential locations with the Public Works <br />Committee. The Committee felt strongly about the parcel that would line up directly with Neon <br />Street. This parcel would provide an additional benefit of eliminating the cul-de-sac, rather than <br />just shortening the cul-de-sac. The recommendation of the Committee was that the Council <br />authorize staff to pursue obtaining first-right-of-refusal from the property in line with the <br />southern extension of Neon Street. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee and to authorize staff to pursue obtaining first- <br />right-of-refusal from the property in line with the southern extension of Neon Street. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Mayor Gamec directed staff to contact Mr. Dvoracek regarding the easements on his property. <br /> <br />Mayor Gamec announced the following meetings: · Elected Officials Meeting, May 31 st at the Wells Catering Event Center. <br /> · Town Center Work Session, May 30th at 4:30 p.m. at City Hall. <br /> <br />Councilmember Cook announced during the recent trip to China the delegation met with Scott <br />Zeng of Zeng Deluxe Family Holdings. Mr. Zeng would like to meet with the City and RTC, <br />LLC to negotiate some development within the City. He directed staff to provide Mr. Zeng with <br />a letter of invitation so he can begin the Visa process to visit the City of Ramsey. <br /> <br />Councilmember Elvig noted there is currently a nuisance issue under litigation in the City. He <br />indicated he has received a letter of complaint about garbage debris and clutter on a neighboring <br />property, and has received two phone calls about other properties. He directed staff to schedule a <br />work session discussion regarding the issue of debris and nuisance complaints.
