Mr. Gordon reviewed the revision to Section 3, Bufferyards, noted that the screen would have to <br />be 100% opaque when a business is against a residential district. The plantings required in such a <br />bufferyard with a fence could be reduced by 10%. <br />Councilmember Hendriksen stated he is having a difficult time following this requirement. <br />Mr. Gordon provided an explanation of the Bufferyard requirements. <br />Councilmember Hendriksen asked what the standard is for landscaping before the percentages are <br />added or deducted. <br />Associate Planner Wald noted that Page 6 of the Chapter identifies what is required for site <br />landscaping. <br />Councilmember Hendriksen noted that on a 120 foot strip it would require three overstory trees, <br />six ornamental trees, and 18 shrubs. He reviewed the number of landscaping plants that would be <br />required and suggested that the numbers be rounded up. <br />Mr. Gordon noted it is based on the total site perimeter. He stated they could look at increasing <br />the minimums. <br />Mayor Gamec stated some businesses are having problems with maintenance after providing too <br />many shrubs and trees since they are usually planted in bark. He also suggested that maintenance <br />standards also be required. <br />Councilmember Hendriksen noted there may be another residential use on the other side so the <br />City would not want all of the landscaping to be located on just one side. <br />Mr. Gordon clarified that the plantings must be contained within the bufferyard and that situation <br />would require a second bufferyard abutting the other residential side. <br />Councilmember Hendriksen stated it appears the math is not working out and asked where the <br />baseline is to begin with. <br />Councilmember Anderson asked who owns the bufferyard. <br />Mr. Gordon stated it would be owned by the business. He provided an example by displaying a <br />sketch and explained the landscaping requirements for several different scenarios when a B-1 use <br />abuts a Residential District. <br />Planning Commissioner Reeve asked if ornamental trees are also increased. <br />Mr. Gordon stated that is correct. <br />Planning Commissioner Reeve stated that a lot of landscaping is being required. <br />Chapter 9 Committee /June 27, 2002 <br />Page 7 of 11 <br />
