expectation, that you can do it in two to three meetings, the horrendous scope of what the City is <br />really doing to all the residents in Ramsey needs to be explained. <br />Councilmember Anderson stated she views it differently, noting the City is to have all the <br />ordinances needed to implement the Comprehensive Plan done within a year. <br />Mr. Gordon stated it is to be done within nine months. <br />Councilmember Anderson asked what the magnitude is of the work that remains to be done. <br />Mr. Gordon stated a lot of work has been done and the zoning district is a large part. He <br />explained that the performance standards complement the districts. Mr. Gordon stated the critical <br />area along the Mississippi River Area will be a big chapter as well as the Scenic River Area along <br />the Rum. He stated it is a process of assuring the current performance standards that apply to <br />zoning districts are reasonable. <br />Councilmember Anderson asked how much additional time will be needed. <br />Mr. Gordon estimated they are about half way through the process. <br />Councilmember Hendriksen asked when the Comprehensive Plan was due, legally. <br />Mr. Gordon stated the "clock" started ticking on January 17th. <br />Councilmember Hendriksen asked when the Comprehensive Plan was due statutorily and if it was <br />actually several years ago. He stated the point he is making is that no one came out and <br />repossessed the City because the Comprehensive Plan was not finished. He stated that Ramsey <br />was not able to complete the Comprehensive Plan within the statutory deadline but took the time <br />that was necessary to do the Plan. Statutorily it says Ramsey is to complete the ordinances in nine <br />months but he would rather do it right and miss the deadline than to do it wrong and meet the <br />deadline. <br />Mayor Gamec stated the Subcommittee may need to schedule a longer session or the entire <br />weekend. He stated the process is confusing to the layman and more people and landowners are <br />looking at when this will be adopted, becoming frustrated with the whole process, and thinking <br />the Council cannot accomplish the task and is using a delay tactic. <br />Councilmember Anderson asked what can be enforced if the City is not finished. <br />Mr. Gordon agreed that is a dilemma. <br />Mayor Gamec stated he has to leave the meeting but wanted to raise this issue because he thinks <br />staff will be in a real dilemma since it puts the policy from the Council in a poor situation. <br />Chapter 9 Committee /June 27, 2002 <br />Page 9 of 11 <br />
