Rum River Prairie <br />Final Plat Review <br />June 23, 2006 <br />2 of 5 <br />Existing Structures: It does not appear that any existing structures will remain on the proposed <br />plat. If any structures shall remain, please submit a revised site plan indicating the location of <br /> <br />Landscaping and Tree Preservation Plan: A landscaping and tree preservation plan, dated <br />March 13, 2006, has been submitted. Existing trees on the property are few in number and <br />mostly consist of Siberian Elm, an undesirable species. Neither the species nor location of those <br />trees being preserved warrants credit toward the required number of plantings. <br /> <br />Each lot is required to have a minimum of two (2) trees installed in the front vard, near the <br />property line. Lots 1 & 3 Block 2 and Lot 8 Block 3 each require an additional tree to be <br />installed. All lots need to show the plantings in the front yard. Comer lots should have one tree <br />installed along both streets. Deciduous trees shall be at least one (1) inch caliper and coniferous <br />trees shall be at least five (5) feet in height at the time ofinstallafion. All proposed species are <br />appropriate for this site; however, a planting schedule, including not only common name but also <br />Latin nomenclature, size, and root stock must be included as well as planting specs for both <br />deciduous and cordferous types. <br /> <br />Staff again recommends including some trees and shrubs in conjunction with the proposed berm <br />along Armstrong Blvd, especially considering that the required landscaping (trees) needs to be <br />shifted to the front of each of those lots. Vegetation will help buffer against noise and dust <br />generated by traffic. <br /> <br />A revised plan must be submitted that addresses the aforementioned issues. <br /> <br />Wetlands: The wetland delineation report does not indicate that there are any wetlands on the <br />Prairie Meadow site. <br /> <br />Drainage and Grading: Some of the information required for the final grading plan has been <br />included in the submittals on sheets entitled Street & Stonnwater Plan. This information should <br />be included on the final grading plan. Staff offers the following comments in reviewing both the <br />Grading Plan and the Street & Stormwater Plan: <br /> · Topographic information needs to be extended a distance of 100 feet beyond the limits of <br /> the plat. This information should be added for the property north of Outlot A of Kelly <br /> Acres. <br /> · The normal water level and 100 year flood elevation needs to be identified for each pond <br /> and natural waterbody within the subdivision. The 100 year flood elevation for this <br /> subdivision needs to accommodate back to back 100 year event, since there is no outlet <br /> for stormwater generated in this development. The ponds north of 171st Avenue and west <br /> of Wolverine Street need to be labeled and encumbered with drainage and utility <br /> easements, <br /> · Pre and post runoff calculations have been submitted. This information will be reviewed <br /> by the Lower Rum River Water Management Organization (LRRWMO). A permit must <br /> be obtained from the LILRWMO for this development. <br /> <br />-264- <br /> <br /> <br />
