Rum River Prairie
Fica! Plat Review
June 23, 200d
3 of 5
· The size of storm sewers must be identified on the plan.
· The table specifying housing types and identifying grades is not accurate. Based upon the
proposed lot comer elevations, a number of lots contain grades flatter than 1% wh/ch is
not acceptable (ie. lots 1 & 2 of Block 3). Some proposed spot elevations along lot lines
are inconsistent with proposed contours (lc. lots I3 & 17 block 3).

Please submit a revised grading, drainage, and utility plan that addresses these comments.

Streets and Access: This subdivision is proposed to access Tiger Street 'at 170~ Avenue: A
second access is provided to Tiger Street at 171~ Avenue in Kelly Acres and must be planned for
construction before any approvals are finalized and before any work can be started on the site.

Sidewalks: The street plans propose the construction of sidewalk along the wesffsouth side of
Wolverine Street, the north side of 170th Avenue, and the west side of Tiger Street along the
extent of the Rum River Prairie plat. All sidewalks must be'one foot off the property line and
must be 6 inches thick in driveways and ADA compliant.

Traffic Generation Analysis: A traffic generation analysis has been completed for the proposed
Rum River Prairie-Kelly Acres subdivision. The report indicates that all intersections will
perform at acceptable levels under the "build" scenarios. Stop sign installation must occur at all
streets intersecting with Tiger Street. At full-built out, left turn lanes are suggested for Armstrong
Boulevard at Tiger Street.'

Water Utilities: The submittals propose the installation of watermaln as a portion of the
infrastructure improvements. The type of watermaln material is not specified. It should be noted
that plastic watermain has not be approved as an acceptable watermain material by the City. The
submittals also propose the installation of individual wells to service the development until it can
be connected to the municipal water supply. The developer must provide an acceptable plan
for the maintenance of the watermain during the interim period.

Sewer and Septic Utilities: The Minnesota Pollution Conlxol Agency will be reviewing and
permitting the community septic system. All City approvals will be contingent upon receipt of
tkis permit for the location indicated. The City requires detailed information concerning the
design, exact location, and maintenance of the primary and secondary community septic systems.
This information has not been submitted at this time. Information regarding the operation and
maintenance of the community septic system by a professionally licensed entity responsible for
maintaining and monitoring the community septic system is required. This information must also
include licensing requirements and monitoring inspection responsibilities. This information
needs to be received and approved by the city prior to release of the final plat.

Home Owners Association: A Home Owners' Association-(HOA) is required for this
development. The City will need to approve all HOA documents prior to release of the final plat
for recording. The HOA, through a professional management company or the City of Ramsey,
will be required to establish a financial surety to insure the adequate operation and maimenance '

-265-
