Kelly Acres <br />Final Plat Review <br />June 23, 2006 <br />£of6 <br />Landscaping and Tree Preservation Plan: A landscaping and tree preservation plan, dated <br />March 13, 2006, has been submitted. The site is a remnant of a tree farm and a majority of the <br />existing trees are Red Pines. Within the area of development, approximately 50% of existing <br />trees will remain, mostly in the backyards of the proposed lots. Ail trees outside the limits of the <br />proposed street and lots will remain. Where feasible, an effort should be made ~o preserve trees <br />within the lots as well. Prior to any construction activity, tree save fencing shall be installed at <br />the dripline of individual trees or groupings. <br /> <br />Each lot is required to have a minimum of two (2) trees installed in the front yard, near the <br />property line. Comer lots should have one tree installed along both streets. It does not appear <br />that any existing trees will be preserved in the front yard of the proposed lots and therefore, credit <br />toward required plantings is not warranted. Deciduous trees shall be at least one (I) inch caliper <br />and coniferous trees shall be at least five (5) feet in height at the time of installation. All <br />proposed species are appropriate for this site. A planting schedule that indicates not only the <br />common names but also Latin nomenclature, size, and root stock must be included with the plan <br />as should planting specs for both deciduous and coniferous tree types. <br /> <br />Please submit a revised Landscape Plan that addresses these issues <br /> <br />Wetlands: In addition to delineating thc wetland, a buffer around the wetland will need to be <br />maintained. The buffer width is dependent upon the management classification of the wetland, <br />which has not been determined. An analysis of thc wetland, through the MnRAM (Minnesota <br />Routine Assessment Method) process, needs to be completed by the applicant to make this <br />determination. It does appear that existing tree cover will satisfy the buffer requirements <br />(assuming that tree cover is preserved), but monumentation will need to be installed on Lots 3-5 <br />Block 3 denoting the limits of the buffer. At the time that the final plat is recorded, it will be <br />necessary to record a notice of the wetland buffer requirement and prohibited activities against <br />the title of these lots with the Anoka County Recorder. <br /> <br />All wetlands must be encumbered with drainage and utility easements. <br /> <br />Please submit a brief report outlining this information. <br /> <br />Easements: There are dedicated drainage and utility easements within the area that will be <br />replatted. These easements must be vacated as part of the Final Plat application and before the <br />plat can be recorded. <br /> <br />Drainage and Grading: Some of the information required for the final grading plan has been <br />included in the submittals on sheets entitled Street & Stormwater Plan. This information should <br />be included on the final grading plan.
