Kelly Acres <br />Final Plat Review <br />June 23, 2006 <br />$ of 6 <br /> · Topographic information needs to be extended a distance of 100 feet beyond the limits of <br /> the plat. This information should be added for the property north of Outlot A of Kelly <br /> Acres. <br /> The normal water level and 100 year flood elevation needs to be identified for each pond <br /> and natural waterbody within the subdivision. The 100 year flood elevation for this <br /> subdivision needs to acc6mmodate back to back I00 year event, since there is no outlet <br /> for stormwater generated in this development. The ponds north of 171st Avenue and west <br /> of Wolverine Street need to be labeled and encumbered with drainage and utility <br /> easements, <br /> · Pre and post runoff calculations have been submitted. This information will be reviewed <br /> by the Lower Rum River Water Management Organization (LRRWMO). A permit must <br /> be obtained from the LRRWMO for this development. <br /> · The size of storm sewers must be identified on the plan. <br /> · The table specifying housing types and identifying grades is not accurate. Based upon the <br /> proposed lot comer elevations, a number of lots contain grades flatter than 1% which is <br /> not acceptable. Some proposed spot elevations along lot lines are inconsistent with <br /> proposed contours. <br /> <br />Please submit a revised grading, drainage, and utility plan that addresses these comments. <br /> <br />Streets and Access: The plat proposes to gain access from 171~ Avenue and 170th Avenue <br />through Prairie Meadows. <br /> <br />Sidewalks: The street plans propose the construction of sidewalk along the west/south side of <br />Wolverine Street, the north side of 170th Avenue, and the west side of Tiger Street along the <br />extent of the Rum River Prairie plat. All sidewalks must be one foot off the property line and <br />must be 6 inches thick in driveways and ADA compliant. As part of the plat, sidewalk must be <br />constructed along the west side of Tiger Street from Armstrong Blvd to the northern extent of the <br />Kelly Acres plat. <br /> <br />Please revise the grading plan to indicate this. <br /> <br />Traffic Generation Analysis: A traffic generation analysis has been completed for the proposed <br />Rum River Prairie-Kelly Acres subdivision. The report indicates that all intersections will <br />perform at acceptable levels under the "build" scenarios. Stop sign installation must occur at all <br />streets intersecting with Tiger Street. At full-built out, left turn lanes are suggested for Armstrong <br />Boulevard at Tiger Street. <br /> <br />Water Utilities: The submittals propose the installation of watermain as a portion of the <br />infrastructure improvements. The type of watermain material is not specified. It should be noted <br />that plastic watermain has not be approved as an acceptable watermain material by the City. The <br />submittals also propose the installation of individual wells to service the development until it can <br /> <br />-304- <br /> <br /> <br />
