The developer must provide an acceptable plan <br />for the maintenance of the watermain during the interim period. <br /> <br />Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be reviewing and <br />permitting the community septic system. All City approvals will be contingent upon receipt of <br />this permit for the location indicated. The City requires detailed information concerning the <br />design, exact location, and maintenance oft_he primary and secondary community septic systems. <br />This information has not been submitted at this time. Information regarding the operation and <br />maintenance of the community septic system by a professionally licensed entity responsible for <br />maintaining and monitoring the community septic system is required. This information must also <br />include licensing requirements and monitoring inspection responsibilities. Also, it appears there <br />may not be sufficient space in Outlot A of Prairie Meadows for a secondary site for the <br />community septic system. Please be prepared to dedicate additional space for the location of a <br />secondary site, in case of primary system failure. '. <br /> <br />This information needs to be received and approved by the city prior to release of the final <br />plat. <br /> <br />Home Owners Association: A Home Owners' Association OtOA) is required for this <br />development. The City will need to approve all H0A documents prior to release of the final plat <br />for recording. The HOA, through a professional management company or the City of Rarnsey, <br />Will be required to establish a financial surety to insure the adequate operation and maintenance <br />of the on-site system, a replacement/repair fund, and funds for the eventual payment of trunk and <br />access charges upon connection to the municipal system. At a minimum the surety must be <br />adequate to insure payment of sewer and water truck and hookup up fees (SAC and WAC) at any <br />time in the future that they may be extended to service this site. It will also be the developer's <br />responsibility to notify potential purchasers of cluster lots of the possibility of future <br />development on the remainder of the parcel. The notice must include a copy of the Urban <br />Development Plan required as part of City Code. A copy of this notice shall be sent to the City. <br />The developer shall obtain a signed acknowIedgement from the purchaser stating that the <br />purchaser has reviewed the future development notice, and understands that the remnant parcel <br />may be developed in the future. Also, HOA documents must nnti~ property owners that they <br />will be required to connect to the municipal sewer and water system when it becomes available. <br /> <br />Park Dedication: The 2006 park dedication rate is $2,400 per residential lot and will be due <br />prior to the release of the final plat. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br />recording. Additionally, as part of the Park and Trail Plan, a 10 foot bituminous trail along <br />Armstrong Boulevard is required along the extent of the plat.
