12. <br /> <br />That the Applicant has submitted revised documentation dated August 26, 1992, <br />drawn by Hakanson Anderson Associates, Inc. consisting of a four (4) sheet set <br />including boundary survey, site plan, grading plan, landscape plan, and a two (2) <br />sheet set of architectural drawings prepared by Graphic Design, dated August 26, <br />1992, for a proposed structure on Lots 2 and 3, Block 4, Gateway North Industrial <br />Park Plat #2. <br /> <br />13. <br /> <br />That on April 25, 1989, a conditional use permit was issued by the City of Ramsey <br />to the Applicant for an aluminum processing facility on Lot 1, Block 4, Gateway <br />North Industrial Park Plat #2. <br /> <br />14. <br /> <br />That on November 13, 1990, an amended conditional use permit was issued by the <br />City of Ramsey to the Applicant to expand capacity at the subject facility by <br />allowing the addition of a second melt furnace to the operation. <br /> <br />15. <br /> <br />That neither the original conditional use permit issued on April 25, 1989, nor the <br />amended conditional use permit issued on November 13, 1990 permitted the <br />disassembly of engines and transmissions on the subject site. <br /> <br />16. <br /> <br />That the Applicant is proposing to construct a 13,000 square foot building in which <br />to provide inside area for the disassembly of engines and transmissions. <br /> <br />17. <br /> <br />That in 1991, the City of Ramsey issued a conditional use permit to Alloy Recovery <br />Company which included the disassembly of engines and transmissions within the <br />building on the site. <br /> <br />18. <br /> <br />That the original conditional use permit issued on April 25, 1989 and the amended <br />conditional use permit issued on November 13, 1990 prohibited the outside storage <br />of debris and materials not used in the aluminum recovery operations, but they did <br />not specifically permit or prohibit the acceptance of other metals on the site. <br /> <br />19. <br /> <br />That on May 13, 1992, City Staff visited the existing facility on Lot 1, Block 4, <br />Gateway North Industrial Park Plat #2 and observed the following: <br /> <br />a) <br />b) <br /> <br />c) <br /> <br />Disassembly of engines and transmissions indoors. <br />Outside storage of debris and/or materials not resulting from or used in the <br />aluminum processing operation. <br />Outside storage on Lots 2, 3 and 4 without providing for screening. <br /> <br />20. <br /> <br />That MPCA Rule 7045.0120 and Anoka County Hazardous Waste Management <br />Ordinance No. 85-4, 86-3 and 87-1, part 3.02G, states that waste oil to be recycled <br />which is certified in a disclosure by the person producing or accumulating the waste <br />oil not to knowingly contain waste listed in MPCA Rule 7045.0135 is exempt from <br />permitting requirements. <br /> <br />21. <br /> <br />That the Applicant has provided Anoka County Environmental Services with the <br />required information for handling waste oil. <br /> <br />22. <br /> <br />That Anoka County Hazardous Waste Management Ordinance No. 85-4, 86-3 and <br />87-1, part 4.00 (Licensing) states that no person shall allow property under his <br />control to be used for any activity which generates hazardous waste except at a site <br />for which a hazardous waste generator license has been granted by the Department. <br /> <br /> <br />
