Further discussion: Councilmember Pearson encouraged Mr. Rowe to work with staff. Fire <br />ChiefKapler indicated there are issues beyond stormwater with property; fire access to the site is <br />a concern. <br /> <br />Motion carded. Voting Yes: Chairperson Elvig, Councilmembers Olson and Pearson. Voting <br />No: None. Absent: Councilmember Cook. <br /> <br />The meeting was recessed at 7:18 p.m. and reconvened at 7:21 p.m. <br /> <br />Case #2: <br /> <br />Consider Change Order for Improvement Project 03-20 Northwest Sanitary <br />Sewer and Watermain Extension <br /> <br />City Engineer Jankowski explained upon initiating the construction of the northwest sanitary <br />sewer, soil conditions were encountered where organic soils were discovered to be deeper than <br />the bottom of the sanitary sewer. Limited soil borings were available to predict the soil <br />conditions because of the unavailability of access since easements had been only recently been <br />obtained. Soil investigations allowed for the relocation of the sanitary sewer to avoid the <br />excessively deep organic soils. This situation has caused a number of modifications to the project <br />and consequently to the agreement with the contractor, LaTour Construction. Change Order No. <br />1 outlines the nature of these changes, along with the financial and scheduling implications of <br />these changes. Mr. Jankowski advised staff recommends the Public Works Committee <br />recommend to City Council that Change Order No. I with LaTour Construction be approved in <br />the amount of $14,184 and extending the contract completion date by 20 days. <br /> <br />Chairperson Elvig inquired if there are properties across fi.om this project that may not be easily <br />serviced. <br /> <br />City Engineer Jankowski replied the nearest existing subdivision would be the High Point <br />subdivision, which can still be serviced. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to recommend to City <br />Council that Change Order No. 1 with LaTour Construction be approved in the amount of <br />$14,184 and extending the contract completion date by 20 days. <br /> <br />Further discussion: Public Works Director Olson indicated soil borings were not previously <br />completed because the City did not have access to all the land. The City now has access, so <br />borings are being completed all the way to Ramsey Boulevard. Following this borings will be <br />done west of Ramsey Boulevard with the alignment verified. There is flexibility in the area west <br />of Ramsey Boulevard where it is a little shallower, but the same general width will be <br />maintained. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Pearson and Olson. Voting <br />No: None.
