Case #3: <br /> <br />Consider Change Order for Improvement Project 05-22 Ramsey Town <br />Center Phase 2 Segment 1 <br /> <br />City Engineer Jankowski explained this project includes the construction of Civic Center Drive <br />between Zeolite and Sapphire Streets. One element of this street includes a "bump out" in the <br />street section to accommodate the bus loading zone in front of the municipal parking structure. <br />Concrete pavement is required through the area that busses will be braking and accelerating to <br />prevent rutting and shoving that would be anticipated if bituminous pavement were utilized. The <br />plans called for a 10 foot wide concrete bus parking section on the south side of the street, but <br />made an accommodation for only a five foot segment on the north side. If constructed in this <br />manner only the right side on the bus wheels would be braking on concrete pavement. Mr. <br />Jankowski stated in order to rectify this deficiency two options have been considered. He <br />provided an overview of the following two options for replacing the bituminous pavement along <br />Civic Center Drive adjacent to the new parking ramp: <br /> <br />· Option One would be to mill out the base course of bituminous pavement adjacent to the <br /> concrete and place a seven foot concrete section adjacent to the existing concrete curb. <br /> This would provide a wide enough width to provide an adequate section for stopping <br /> buses. However, this section would result in having a concrete section protruding into an <br /> otherwise bituminous pavement on the north side of the street for a distance of <br /> approximately 180 feet. On the south side of the street the concrete for the bus stop is <br /> located entirely south of the extension of the curb line leading into the bus stop "bump <br /> out". Although functional, there are aesthetic concerns with this alternative. The <br /> estimated cost for this option is $11,635.00. It is suggested that the concrete section be <br /> tapered for a more streamlined appearance. <br />· Option Two would be to place a full width concrete section through a 250 foot section of <br /> Civic Center Drive, by removing 37 feet of the bituminous base course and replacing it <br /> entirely with a concrete section. The estimated cost for this option is $106,128.00. <br /> <br />Public Works Director Olson noted this "bump out" should likely have been included in the <br />original design work; however, it was not made obvious until the need was noted when viewing <br />it in the field. Staff recommends proceeding with Option One. He noted the buses may not be <br />needed in this area in a few years if the trains begin to mn in this area. <br /> <br />Chairperson Elvig inquired who designed this street section without including the bump out. <br /> <br />Public Works Director Olson replied it was designed by the consultant. <br /> <br />Chairperson Elvig inquired if there will be a long tenn effect associated with the reworking of <br />this street segment, and about the responsibility of the consultant for any associated costs. <br /> <br />Public Works Director Olson replied he does not believe there will be any leaks created that <br />potentially may not have been there, as a seal and expansion joint will be included during <br />construction. Regarding the responsibility of the consultant, in the past the City has not taken it <br />to the level of requiring the consultant to pay for additional materials if there were something <br />that would have had a cost associated with it had it been originally included in the design.
