<br />Councilmember Strommen noted the following correction is needed on p. 298 in the Council <br />packet: contingency number 5 should be corrected to 170th A venue. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to adopt Resolution <br />#06-06-199 apprqving the final plat for Kelly Acres, contingent upon the following items: <br /> <br />1. Compliance with City Staff Review Letter dated June 23, 2006. <br />2. The developer obtaining a permit for community septic system construction from the <br />Minnesota Pollution Control Agency. <br />3. The City's review and acceptance of the Articles of Incorporation, Declaration of <br />Covenants, and financial responsibilities for the Home Owner's Association. <br />4. The developer engaging the services of a professional management firm to manage the <br />community septic system and submitting an agreement with the management firm. <br />5. A second access is obtained through the construction of 1 70th Avenue. <br />6. The developer entering into a Development Agreement that will address the payment of <br />Sewer and Water Trunk and Access Charges. <br />7. No work shall be commenced (grading, tree removal, etc) until all of the above <br />contingencies are completed to the satisfaction of City Staff. <br /> <br />Further discussion: John Osborne, applicant, stated he would like to ask for a motion to table <br />this application to the next meeting to get some of their paperwork in order. Mr. Osborne was <br />informed the paperwork can still be worked out after the Council has approved the fmal plat. <br />. Mr. Osborne withdrew the request to table the application. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Olson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />Councilmember Elvig returned to the Council dais. <br /> <br />Case #9: <br /> <br />Authorize Bids for Water Supply Wells 7 & 8 <br /> <br />City Engineer Jankowski reviewed that design of Water Supply Wells 7 and 8 was authorized in <br />2005. The first well to be constructed will be Well No.7 and will be located near Fire Station <br />No. 1. Pump House No.4 will be required with construction of the fust well. Plans for Pump <br />House No.4 are being developed and authorization for bids will be requested later this summer. <br />These wells are included in the 2006-2010 CIP. The CIP estimated the Construction Cost for <br />Well No.7 at $1,080,000 and Well No.8 at $790,000. The proposed funding sources are TIF <br />District No.1 and the Water Utility Fund. <br /> <br />City Engineer Jankowski explained piping is required to connect Pump House No. 4 to the <br />municipal system; installation of the pipe in Armstrong Boulevard is in progress. A proposal <br />was requested from Latour Construction, the contractor on the NW Sewer and Water Project for <br />installation of the lines to Pump House and for installation of two hydrants at Fire Station No. 1." <br />The proposal has been received and reviewed by staff. The proposals are in lirie with the bid <br />values for the NW Sewer Project. The connection to the pump house includes a 20' DIP raw <br />water line and a 24' finished water line.
