<br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the . <br />recommendation of the Personnel Committee in Case No. I and adopt Resolution #06-06-202 to <br />grant authorization to begin the recruitment process for a part-time regular Building Maintenance <br />Worker. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #17: <br /> <br />Report from Finance Committee <br /> <br />I) Landfill Environmental Attorney <br /> <br />Councilmember Strommen indicated the Council previously discussed the City utilizing a <br />landfill environmental attorney to assist in the City's dealings with the Minnesota Pollution <br />Control Agency (PCA). Council met Mr. Daniel Colton from the law firm of Leonard, Street <br />and Deinard at the work session when this was discussed. The recommendation of the Finance <br />Committee was that the City utilize the services of Dan Colton of Leonard, Street and Deinard, <br />for environmental consulting services for a not-to exceed amount of $5,000, and that the funding <br />come from the Landfill Trust Fund. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee in Case No. I and to authorize staff to utilize the <br />services of Dan Colton of Leonard, Street and Deinard, for environmental consulting services for . <br />a not-to-exceed amount of $5,000. <br /> <br />Motion carried. Absent; Councilmember Jeffrey. <br /> <br />2) Authorize Acquisition of Boike Property <br /> <br />Councilmember Strommen explained the Committee discussed the acquisition of the Boike <br />property. Staff came forward with another option for financing this purchase, which was to use <br />funds in TIF District Nos. I and 2, but this would take the available TIF funds until 2011. After <br />some discussion, the Committee decided while they are still very interested in pursuing the <br />purchase, they felt uncomfortable with the purchase price and the fmancing mechanisms that <br />have come forward. The Committee directed staff to continue working on the purchase, and to <br />see if another purchase price or different financing mechanisms can be determined. <br /> <br />Committee Input <br /> <br />Port Authoritv Legislation <br /> <br />Councilmember Strommen indicated the Committee discussed the Port Authority legislation. As' <br />this legislation came through the legislative committee process there was some site specific <br />language added, which needs to be corrected in the next legislative session.
