City of R.amsey Board of Adjustment <br />Page 2 <br /> <br />The above referenced variance is certified with the following conditions: <br /> <br />1) The structure setback shall meet the "string test". That is, the proposed dwelling and all <br />appurtenances, including swimming pools shall be no closer to the river than a straight line connecting <br />the existing dwellings at 14650 and 14620 Bowers Drive N.W. This is for the protection of views for <br />existing and future homes. <br /> <br />2) Floodplain fill shall be minimized and existing drainage patterns maintained. The minimum amount of <br />fill should be used to construct the dwelling with its lowest floor at or above the regulatory flood <br />protection elevation in accordance with the Ramsey's floodplain regulations. If a raised driveway is <br />constructed, adequate culverts should be used to maintain existing flow patterns. Similarly, the <br />floodplain area landward of the proposed building site should remain available for inundation by <br />floodwater and not be filled or blocked. Although not delineated to our knowledge, it is possible that <br />some of the low area on the parcel would be considered jurisdictional wetland. It should be noted that <br />a structure placed closer to the road would reduce the need for a long driveway and possibly reduce the <br />amount of fill placed in the floodplain. It should also be noted that the entire parcel is below the 100 <br />year flood elevation and fill will be required in the flood fringe regardless of structure location. <br /> <br />3) A landscaping plan should be prepared, showing restoration of the bluffprotection area (40 feet <br />landward of the bluffiine) by planting native vegetation to provide a vegetative screen for the <br />preservation of views from the river and opposite shore. The bluff.protection area, once restored, <br />should be left in a natural state.
