10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />Except for the Permittee's personal equipment and property, only equipment required for the <br />excavation and grading materials shall be allowed onto the site. Equipment associated with <br />the processing of the excavated materials such as crushers, washers, conveyors, etc., are <br />prohibited. <br /> <br />All work sites shall be properly safeguarded to prevent the general public from depositing <br />garbage or other refuse on the work site. <br /> <br />Grading operations shall be conducted in such a manner to minimize interference with the <br />surface water drainage outside the boundaries of the operation. <br /> <br />Fencing may be ordered by the City Council or City Engineer anytime the permit is in force <br />and shall be installed within 24 hours of written notice. <br /> <br />The maximum slope other than the working face shall be sloped on all sides no steeper than <br />a rate of 2 foot horizontal to 1 foot vertical. In no case shall the slope of the working face be <br />left unattended with a slope greater than 2 feet horizontal to 1 foot vertical. When mining <br />operations are anticipated to be discontinued for an interval greater than two working days, <br />the slopes shall be flattened to a grade no steeper than 4 feet horizontal to 1 foot vertical. <br />Final slopes shall be consistent with the plan submitted and shall be no steeper than 12 feet <br />horizontal to 1 foot vertical by modifying the submitted grading plan accordingly. <br /> <br />Prior to commencing any grading operations, a cash escrow or letter of credit approved as to <br />form by the City in the amount of Two Thousand Dollars and no cents ($2,000.00) shall be <br />deposited with the City. This financial guarantee may be used by the City to pay for the cost <br />and expense of repairing any public right of ways or regrading and stabilizing eroded areas <br />due to the grading operation, pay for any cost associated in administering the requirements <br />of this Chapter of the City Code, and to pay for any restoration of the work site not properly <br />restored upon completion. The Permit Holder agrees to permit access to the property by the <br />City to facilitate restoration, if necessary. <br /> <br />The Permittee shall implement sediment and erosion control practices. No grading activity <br />shall occur within twenty-five (25) feet of a property line unless silt fence is placed along the <br />property line to prevent sediment from washing onto the adjoining property. Any erosion <br />which causes gullies of greater than one (1) foot within twenty-five (25) feet of a property <br />line shall be regraded within forty-eight (48) hours of the precipitation event that caused the <br />erosion. <br /> <br />No filling operations shall occur in designated drainage and utility easements without due <br />authorization from proper authority. <br /> <br />The Subject Property shall be reviewed by the Anoka County Conservation Soils District or <br />be delineated in some acceptable manner and that being done, no fill shall be allowed in a <br />designated wetland area. The Permittee shall comply with the staking elevations as <br />currently placed on the Subject Property by the Anoka County Conservation Soils District. <br /> <br /> RESOLUTION/t98-08-207 <br /> Page 2 of 5 <br /> <br /> <br />
