<br />VII. SELECTloN/NEGOTIATION <br /> <br />As set forth herein, the detailed proposals require submittal of <br />a contract or agreement ready for execution. Additionally, as <br />may be necessary to meet the needs of the city of Ramsey, <br />contract proposals are subject to negotiation. <br /> <br />All proposals submitted on time will be reviewed and selected <br />firms interviewed by the selection committee and possiblY by the <br />city council. Selection will be based upon, but not limited to, <br />the following considerations and the use of a weighted evaluation <br />form: <br /> <br />1. Equipment available and personnel knowledgeable and trained <br />in operation and maintenance procedures for sanitary sewer <br />and water systems. <br /> <br />2. Financial stability and corporate commitment to the business <br />including years of experience in the sewer and water field. <br /> <br />3. A list of all customers with your firm for which you <br />currently provide or have provided operation and maintenance <br />services for sanitary sewer and water systems. <br /> <br />4. Detailed annual operation and maintenance budget. <br /> <br />The selection committee will narrow the selected firms to one or <br />two finalists and then will make recommendations to the city <br />council as a result of the interviews and detailed proposals. <br /> <br />VIII.SUBMITTAL OF DETAILED PROPOSALS <br /> <br />Five (5) copies of the detailed proposal must be received at the <br />Ramsey city Hall, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />55303 by 2:00 p.m. on in order to be <br />considered. Clearly mark the outside 0= the envelope "1988 <br />contract services, Ramsey Sanitary Sewer and Water systems". <br /> <br />NOTE: The city reserves the right to reject all proposals, <br />negotiate individually with one or more fim.s, and select the <br />firm on the basis of all factors, not just price, or to break off <br />negotiations concerning contracting if deemed in the best <br />interest of the City by the city council. <br /> <br />IX. SELECTION CO}~ITTEE <br /> <br />The final selection process shall consist of reviewing the <br />written proposals and interviewing selected firms by the <br />selection committee consisting of: <br /> <br />1. David Hartley, city Administrator <br />2. Merle Mevissen, Public Works superintendent <br />3. Pete Raatikka, city Engineer <br />4.
