' Motion by Councilmenber Sorteberg and seconded by Oouncilmember Reiman to <br />change Mr. Graczyk's job title from Chief Ac000ntant to Finance Officer. <br />Motion carried. Voting Yest Councilmembers Reiman and Sorteberg. Voting Not <br />None. <br />CAse Us Personnel ReaardinaSylvia Frolik: <br />Mr. Schnelle stated this case was first placed on a council agenda for <br />' discussion but he feels this Personnel Ousmittee should discuss it prior to <br />going to full Council. <br />' Councilmember Reimann agreed and recalled that at a previous Personnel Meeting <br />he directed Mr. Schnelle to bring increased workload matters to the attention <br />of the Personnel committee; shortly after that meeting there was an item in the <br />' Council agenda to consider hiring Sylvia Frolik. <br />Mr. Schnelle stated that Ms. Frolik is looking for full time employment; <br />recording minutes is a complicated job and it would be very difficult to <br />' replace and retrain someone else; she is willing to go full time in Ramsey at <br />the same pay rate as Ms. Penney Curtis. <br />' Oouncilmnenber Reiman stated that maybe the minutes should not be so elaborate; <br />the law only requires the recording of motions. Wat is proper? <br />' Mr. Schnelle replied that cities set the pace for what they want in minutes and <br />what is proper for Ramsey is what's being done right row. <br />eotncilmenber Reimann stated that the elaborate minutes interpret what people <br />are thinking and that's not minutes. Councilmenber Reiman stated that <br />citizens are coming in and trying to dispute the minutes; they are using the <br />minutes to build a case against ootncilmenbers. <br />' Mr. Schnelle replied that City Staff tries to prepare the agendas in a way that <br />Council doesn't have to interject all their comments and discussion; all the <br />' background material is there to review; Council should be ready to make a <br />logical decision but agenda's are backing tip and Council is only passing 5 <br />notions in 4 hoar council meetings. <br />eouncilmember Reimann stated that some eouncilmenbers are afraid to initiate <br />action and the ones that do put themselves into a shooting gallery. <br />thuncilmember Reimann stated that he is not for hiring any new full time <br />' employees at this time. If Staff needs more help, maybe Ms. Frolik could be <br />enticed into putting in some part-time hours in addition to recording minutes; <br />willing to consider. hiring a full -time employee after the storm settles down. <br />' Ms. Frolik explained her reason for seeking full -time employment is to gain <br />same vacation and retirement benefits; also explained that the combination of <br />hours she spends on minutes, newsletter and anticpated part-time hours she is <br />needed at City Hall adds up to at least 40 hours a week; on that basis, she <br />feels that if she remains with Ramsey, she deserves same security and benefits. <br />' eouncilmember Reiman stated that be does not want to hire a full -time person <br />August 9, 1985 <br />' Page 2of4 <br />
