<br />, <br /> <br />'Ihe condi tions imposed shall be imposed only in order to protect <br />the public health, safety, convenIence, and welfare or to avoid <br />traffic congestion or hazard, or other dangers, or to promote <br />conformity of a proposed use with the character of the adjoining <br />property and uses, and the district as a whole, or to protect <br />sudl character. <br /> <br />In approving or disapproving the application, the Ci ty Council <br />shall adopt written findings detailing the reasons for its <br />action. <br /> <br />In making the determination of whether or not the condi tional use <br />is to be allowed, 2IIl1Ong other things, the Ci ty shall consider the <br />following where applicable: <br /> <br />a. 'lbe nature of the land upon which the use is to be <br />located 1 <br />b. 'Ihe nature of adjoining land or buildings1 <br />c. 'Ihe proximity of a similar conditional use1 <br />d. 'Ihe effect upon traffic into and fran the premises, <br />or to any adjoining roads, <br />e. 'Ihe total nllllber of similar conditional uses within the City; <br />f. Whether or not the use will be unduly dangerous or otherwise <br />detrimental to persons residing or working in the <br />vicini ty of the use, or to the PJblic welfare1 <br />g. Whether or not it this use will substantially <br />adversely impair the use, enjoyment or market value <br />of any surrounding property; <br />h. Whether the proposed use will be harmonious with and <br />in accordance with any specific objectives of the <br />Canprehensive Plan; <br />i. Whether the proposed use will be designed, constructed, <br />operated, and maintained so as to be harmonious and <br />and appropriate in appearance with the existing or <br />intended character of the general vicini ty and whether <br />such a use will not change the essential character of <br />that areal <br />j. Whether the proposed use will be hazardous or disturb- <br />ing to existing or future neighboring uses; <br />k. Whether the proposed use will be a substantial improvement <br />to property in the immediate vicinity and to the com- <br />munity as a whole; <br />1. Whether the proposed use will be served adequately. by <br />essential PJblic facilities and services1 such as high- <br />ways, streets, police and fire protection, drainage <br />structures, or sdlools; or whether the persons or agencies <br />responsible for the establishments of the proposed use <br />shall be able to adequately provide any such service; <br />m. Whether the proposed use will create excessive addi- <br />tional requirements at public cost for public facili- <br />ties and services and whether it will be detrimental to <br />the econanic welfare of the CCIIIIluni ty; <br />n. Whether the proposed use will involve uses, activities, <br />processes, materials and equipment and conditions of <br />operation that will be detrimental to any persons, pro- <br /> <br />20 <br /> <br /> <br />- <br />
