Pi wri tten evalulltion from the Ci ty staff shllll be forwarded <br />to the Planning Carm1ss1on and the applicllnt prior to the public <br />hearing. <br /> <br />8. ~e Planning Commission shall simultaneously hold a public <br />hearing on the preliminary site plan and proposed rezoning <br />request. fOllowing the public hearing, the Planning Commission <br />shall submit in writing to the City Council its report, its <br />findings, and its r"O"'..lIendation as to the appropriateness of the <br />preliminary site plan, and shall recommend approval, <br />modification, postponement, or disapproval based upon the <br />cd teria set forth in Section 170._ of this chapter. <br /> <br />9. ~e preliminary site plan and the rezoning application shall <br />be scheduled for a City Council meeting within thirty days after <br />the subnittal of the Planning Camnission report. <br /> <br />10. 'Ihe City Council shall consider the application for rezoning <br />pursuant to Section 170.0l3C and shall approve, postpone, or <br />disawr0\7e the application for the rezoning. If the application <br />for rezoning in approved, the Ci ty Council shall approve or <br />JIIOdify and awr0\7e the preliminary site plan. <br /> <br />11. 'Ihe developer shall file final plans in accordance with the <br />requirements in Section 170._ with the zoning officer at least <br />thirty days before a City Council meeting. <br /> <br />12. 'Ihe City Council, upon receipt of the final plans may approve <br />the final plans if, in thei r determination, the proposed <br />developnent is consistent with the preliminary si te plan, as <br />awr0\7ed. <br /> <br />MJ..lnR C'JU\~ <br />If the applicant proposes major changes in the final si te plan <br />that are inconsistent with the preliminary site plan, these <br />changes can only be made by resubmission of a new preliminary <br />site plan and rezoning application to the zoning officer, and <br />rescheduling of a new public hearing before the Planning <br />Callnission and reviewal again by the City Council. <br /> <br />'Ihe following constitute major changes: <br />1. Increase in densi ty; <br />2. Olange in architectural design or style; <br />3. Olange in type of ownership, private, concboinilJll, or rental; <br />4. Olange of IOOre than 10% in total floor area; <br />5. Increase in height of any building; <br />6. Major modification in the landscape plan; <br />7. Reduction in the proposed open space; <br />8. Olange in the developnent sciledu1e; <br />9. Olange in the road location or standards; and <br />10.
