<br />. <br /> <br />PC# ~ <br /> <br />CONSIDER ADOPTION OF HIP AA PRIV ACY POLICY <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />The administrative simplification standards required under the Health Insurance <br />Portability and Accountability Act (HIP AA) include two components that apply to the <br />City of Ramsey: privacy rules and electronic security rules. The City of Ramsey is <br />subject to the HIPAA privacy rules because it sponsors a health plan that has a health <br />reimbursement arrangement (HRA) that is administered by a third party. <br /> <br />The intent of the HIPAA privacy rules is to ensure the confidentiality of protected health <br />information (PHI). Protected health information includes any medical information in any <br />form that: <br /> <br />. <br /> <br />. is created or received by a covered entity; and <br />. relates to an individual's physical or mental condition, the provision of health care <br />services to an individual, or the payment for health care services; or <br />. identifies an individual or creates a reasonable basis to believe that certain <br />information could be used to identify an individual. <br /> <br />Attached is a draft of the City of Ramsey's HIPAA Privacy Policy for consideration by. <br />the City Council. The policy describes in detail the measures that will be taken by the <br />City of Ramsey to protect individually identifiable health information. The Privacy <br />Policy includes some measures to protect electronic PHI; however, the protection of <br />electronic PHI will be addressed in detail, in a separate policy at a later time. <br /> <br />Please note that in the interest of conserving paper, the attached HIP AA policy is only <br />being distributed to the City Council and City Administrator in hard copy format.
