Councilmember Strommen stated she is suggesting e-mailed notices.

Councilmember Jeffrey stated if it is not being well used, then maybe it should be advertised so
people are aware of it.

City Administrator Norman stated that e-mailed subscriber notices is a great idea. He pointed
out that the City goes far and beyond State Statute and what other cities do to provide
notification.

Councilmember Strommen stated the City is mailing the notices but for some reason residents
may not know what it is and toss it. She asked if an article can be placed in the Ramsey Resident
to educate residents on how the City provides notice.

Councilmember Elvig suggested that the envelope indicate "public hearing notice."

Councilmember Jeffrey suggested that these topics be talked about when the meeting is being
broadcast. He stated that at the beginning of each meeting the Mayor can comment on how the
City provides notice to the public.

Councilmember Strommen stated that we live in a junk mail society and residents may not know
how the notice looks.

Mayor Gamec stated that he has heard this issue raised many times and in 2032 the City Council
will still be talking about the same thing. He stated that he would agree with Councilmember
Strommen's suggestion and hopes it works.

Councilmember Jeffrey stated that until the e-mail notification can be worked out, he would like
to be included on the mailing list whenever a public hearing is mailed out. He stated it is
difficult to get a telephone call from a resident when he has not received the notice.

Mayor Gamec stated the notification can also be included in the Council update.

Community Development Director Trudgeon explained that the notification includes a lot of
legal language with the name of the subdivision. He stated that with every notification they also
include an exhibit so residents can call if they have questions.

Councilmember Jeffrey stated an e-mailed notice can be sent out as a PDP file.

Councilmember Strommen stated it could also provide a link to the actual notification.

Assistant Community Development Director Prolik stated that throughout the Statutes it always
states that if there is an error in the notice or if everyone didn't get notice, it does not invalidate
the proceedings as long as a bonafide effort was made.

City Council Work Session I April 4, 2006
Page 18 of 19
