- Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen,
Shumway, LaDue and Howell. Voting No: None. Absent: Commissioners Holm
and Terry.
Commissioner Howell stated that he feels the number of variances Mr. Guyer
would need does not justify the granting of this license.
Commissioner Hendriksen replied that Mr. Guyer's request deserves some
special consideration because he owned the bears before Ramsey decided to
establish guidelines for the keeping of wild animals.
After questions were raised, Ms. Norris stated that the wild animal
license is annual in it's duration and a proposed change in the
classification of the animal to be kept on the property would be addressed
during the renewal process; she will research whether the license becomes
void if the animals die or are absent from the property.
The Commission amended the proposed wild animal license as follows:
Change Item 92 to read - That the enclsoures for the wild animals shall be
set back a minimums of lU0 feet from the front yard, 2U feet
from the side yards and 50 feet from the rear yard.
Change Item #3 to read - That the primary and secondary enclosures shall be
located a minimum of 110 feet from residential dwellings on
neighboring properties.
Add Item #6 - The primary enclosure shall be the existing structure
measuring 35' x 45' and consisting of poured concrete block
walls and chain link rencing. The secondary enclosure shall
consist of a 6' chain link fence surrounding the primary
enclosure. In lieu of chain link fencing surrounding the
berm portion of the primary enclosure, the City will accept
3' of chain link tence installed on top of the block and
angled outwards.
Change Item #5 to read - That signs will be installed on each wall of the
secondary enclosure making the public aware that there are
bears on the premises.
Add Item #7 - That the enclosure shall be maintained in such a way that
there will be no discernible odors eminating from the cage
beyond the Guyer property.
Chairman Zimmerman suggested that the City require Mr. Guyer to carry
liability insurance. Mr. Guyer replied that he has not been able to
procure homeowner's liability insurance because of the bears; insurance
companies are becoming stricter and refusing to provide liability insurance
even for domestic animals.
Motion by Commissioner Shurmway and seconded by Commissioner Hendriksen to
recommend that City Council approve Mr. Guyer's request and issue the wild
animal license as amended.
Planning and Zoning Commission/March 1, 1988
Page 5 of 6
10:700
