<br />1) Articulated front facades with projections and recesses; <br />2) Usage of pedestrian scale features like decorative light fixtures and canopies and' <br />pedestrian scale windows; <br />3) Usage of a variety of color, texture, and materials; <br />4) A contilfuous building edge forthe majority of the street frontage; <br />5) Transparency of windows at street level. . <br /> <br />Your plan is deficient in addressing numbers 2 and 4, mostly due to the location of the <br />building on the site. Furthermore, it is unclear what materials are proposed to be used to <br />construct the building or for the windows. Please submit corrected building elevations <br />that indicate the accurate elevation sides, and a color elevation indicating precise building <br />materials and colors. <br /> <br />Drive-Thru: Drive..:.thru facilities are allowed by conditional use in the TC-2 business <br />district. There has been informal discussion among City Staff and City Council regarding <br />the placement of the drive-thru. Staff is concerned that the location of the drive-thru is <br />not consistent with the Town Center guidelines to encourage pedestrian-oriented design, <br />but understands the constraints on the site. Also, the traffic movements proposed are <br />cumbersome. Staff would like to see the relocation of the drive-thru to the east to allow <br />for easier traffic movements and to allow the building to be moved closer to the right-of- <br />way of both Armstrong and West Ramsey Parkway. If that is not possible, the negative <br />impacts of the drive-thru and aisle should be mitigated through a combination of <br />berming, fencing, and landscaping, as referenced in this letter. <br /> <br />Pedestrian Orientation- Town Center guidelines specify that all development shall give <br />consideration to the pedestrian realin in order to encourage walkability and transit use. <br />The setbacks proposed from West Ramsey Parkway and Armstrong Boulevard are in <br />conflict with this purpose. Please submit a revised site/landscaping plan that indicates a <br />significant effort through the following techniques to increase the pedestrian scale from <br />the sidewalk to the site on Armstrong Boulevard and West Ramsey Parkway: <br /> <br />1) Consider relocation of the building forward to the build-to line of Armstrong <br />and/or West Ramsey Parkway. Consider relocating the drive-through to the <br />east side, and providing the required parking on the south side of the building. <br /> <br />-OR- <br /> <br />2) Installation of a berm between the property line and the parking/drive areas on <br />the north and west side of the site.. <br />3) Installation of trees and shrubs to provide a significant screen to the drive <br />areas,as outlined in the landscaping requirements below <br />4) Installation of fencing, at a pedestrian scale, along the north and west property <br />edge <br /> <br />If number one is impossible, numbers 2 through 4 will be required. <br /> <br />31 <br />
